Avp Deputy Project Executive

Description

This position is eligible for telework, which is currently one day per week. New hires are eligible to apply 30 days after their effective date of hire.

Summary

The AVP, Deputy Program Executive, is responsible for all phases of all Capital & Operating projects from planning through completion and handover to the operating owner at a Bridges & Tunnels Facility. Accountable for project safety, Quality, risk, schedule, budget, and commercial matters.

The AVP, Deputy Program Executive, performs highly responsible supervisory work, overseeing Technical staff members and managing consultants and contractor staff.

Responsibilities

The AVP provides strategic integration and leadership in the planning and execution of a facility’s Capital and operating projects working within the Bridges & Tunnels Business Unit in MTA Construction & Development.

Plans, directs and implements the design and construction of the bridge or tunnel structure or infrastructure and provides field coordination and implementation of the contract documents for the entire facility programs.

Manages all Real Estate, coordination with outside agencies such as NYSDOT, NYCDOT, The Port Authority of NY&NJ, ConEd, NYCDEP, NYCDPR, USCG, LIPA, and technical support functions to protect the interests of the facility.

Serves as the primary manager of all risk evaluation and mitigation, asset management, and technical expertise in all technical matters concerning the facility.

The AVP will provide vision and leadership for cross-departmental capital & operating program management policies, procedures, and processes.

The AVP is responsible for successfully managing and mentoring staff to enable the facility to deliver complex capital & operating projects.

Identify issues and risks and ensure timely resolution and mitigation.

Recommend solutions to executive management for the resolution of critical issues.

Manages program activities to minimize the impact on agency operations and the public.

Coordinate program activities with the executive and senior leadership teams, C&D staff, contractors, consultants, MTA operating agency staff, and other stakeholders.

Ensure program activities follow established requirements and adhere to all relevant standards, guidelines, codes, regulations, policies, and procedures.

Ensure that safety and Quality are an integral part of program operations.

Manage and monitor progress against the agency and program goals.

Manage comprehensive document control and retention.

Manages staff selection, coaching training, development, evaluation, and discipline/termination as needed.

Education and Experience

Bachelor’s degree in Engineering, Architecture, Construction or Project Management, Business Administration, Transportation, or a related field.

Masters Degree preferred.

Must have a minimum of fourteen (14) years of related experience.

Must have a minimum of ten (10) years in a construction program/program management or supervisory role in a large, multi-faceted organization.

Competencies:

Licensed Professional Engineer Required.

PMP and CCM Certifications are preferred.

Significant experience in program management for major construction programs with highly complex systems is preferred.

Experience leading and managing contractors, subcontractors, or vendors.

Excellent communication and interpersonal skills.

Demonstrated ability to build relationships and work collaboratively with stakeholders at all internal organizational levels.

Demonstrated ability to work in a high-profile, high-pressure environment effectively.

Must have focus and ability to deliver results, organizational effectiveness, and continuous improvement.

Must be a proven leader as a change agent and creative/innovative thinker with the ability to align business goals with solutions to drive process improvements.

Must possess excellent team-building, listening, problem-solving, and prioritization skills.
