Summary
The Audiovisual Production Specialist functions within James A. Haley Veterans Hospital and Clinics Medical Media department within the Communications & Media Service.

Responsible for production of a wide range of audiovisual products, audio media, and video independently or combination in support of the medical center and other related duties assigned. Production includes, but is not limited to audio media, video production, or audiovisual support. Incumbent develops, coordinates and implements a vast array of multimedia production.
Provides audiovisual support for large conferences and certain special events including JAHVH off station-locations, VA Central Office, VISN 8, VA Regional office, National Cemetery, local disaster agencies, Combined Federal Campaign, and other local federal agencies.
Consultation and assistance to public affairs specialists and educators is an important part of the audiovisual process.
Responsible for adapting to new technology as it is introduced, particularly computer based systems for audio and video production.
Creatively seeks means of improving existing methods and techniques utilizing available equipment and materials, and devises new methods to accomplish assignments of a no routine nature. Assignments include occasional minor changes in tour of duty.
Areas of responsibility will rotate between the Studio, Medical Media Services offices, theaters/auditorium, medical clinics, wards, and various places around the Medical Center and off-site locations requiring A/V support.
Work Schedule: Monday through Friday; 8:30 a.m.-4:30 p.m.

Qualifications
To qualify at the GS-9 grade level, you must meet at least one of the following qualification requirements:
GS-9 Specialized Experience: You must have one (1) full year of specialized experience equivalent to at least the next lower grade level (GS-7) in the Federal service that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position (Audiovisual Production Specialist). Specialized experience is working knowledge of equipment and techniques used in a Medical Media department. This includes, but is not limited to: effective use and distribution of resources, head-end design and layout, distribution of video via IP over local area network (LAN), special effects generators, digital video effects generators (DVE), pre and post production equipment, linear and non-linear editing platforms, character generator, lighting techniques, digital video compression and composting, coordinating staff activities, operation of video cameras, computer animation and rendering, composing and directing audio-visual productions, patient photography methods and procedures, Expertise in the management of traditional and digital editing programs such as Adobe Premier, Adobe Audition Audio Editing, Digidesign Protools Systems, Sound Forge Audio Program, Directors Cut Software, Use of 35mm camera digital image capture utilizing Adobe Photoshop, Microsoft PowerPoint, Demonstrate accountability for the maintenance of equipment, Video Teleconferencing Coordinator, Digital manipulation/enhancement of photographic work, computer imaging and graphic illustration in both line-form and vector art. GS-9Education: Possess a master's or equivalent graduate degree OR two (2) full years of progressively higher-level graduate education leading to such a degree with the major study in photography, radio or television production, motion picture production, or another field related to this position (Audiovisual Production Specialist) that demonstrates the knowledge, skills, and abilities necessary to do the work of the position. IMPORTANT: A full year of work is considered to be 35-40 hours of work per week. All experience listed on your resume must include the month and year start/end dates. Part-time experience will be credited on the basis of time actually spent in appropriate activities. You will receive credit for all qualifying experience, including volunteer experience.
Physical Requirements: Incumbent will complete most work assignments while sitting or standing. Work may involve moving sensitive audiovisual, photographic, and computer equipment from one place to another. Incumbent must have the ability to handle stressful situations. Video distribution scheduling requires the ability to manage organize video running times. Due to related illnesses, patients may become unruly and irritable situations such as this will require the incumbent to think rationally and compassionately. n occasion, incumbent will be required to stand still in tight quarters while operating video or photographic equipment for extended periods of time. Incumbent must be able to shoulder a video camera with record deck weighing approximately thirty pounds (30 lb.). Occasionally the incumbent will be called upon to document situations where a tripod is not available or suited for the specific application. Work is performed in a variety of locations within Medical Center and outlying clinical settings, including but not limited to, Medical Media studio, auditorium, surgical operating room, and pathology/histology and public areas. Incumbent may be requested to travel outside the Medical Center and may involve exposure to hazardous situations requiring special safety precautions, and/or personal protective equipment.

Receiving Service Credit for Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee.
