Qualifications: Valid Illinois Professional Educator License (PEL) with a Chief School Business Official (CSBO) endorsement as prescribed by the Illinois School Code
Reports to: Superintendent
Work Calendar: Full-Time, 12 month position
Position Goal: Assist the Superintendent substantially and effectively in the task of providing leadership in developing, maintaining and achieving sound fiscal business services and budget
The Assistant Superintendent for Finance & Operations shall be responsible for the following duties and perform other duties that may be assigned by the Superintendent:
Superintendent/Board:
- Attend Board meetings to provide support and information to the Superintendent and the Board of Education.
- Review Board policy manual section on business office and fiscal affairs and make recommendations for changes and updates
- Implement and observe all Board of Education policies and regulations and administrative rules and procedures
- Adhere to all Illinois School Code laws relative to business operations
- Submit an accurate monthly budget report to the Superintendent for recommendation to the Board of Education
- Develop, recommend and file approved tax levies
- Represent the Board and Superintendent in Collective Bargaining, land acquisition, real estate sales, rentals and leases
- Serve as liaison for Superintendent in school community relations relative to business affairs of the District
- Work with Director of Facilities and Transportation in drawing up bids and specifications in all related areas requiring outside contractual services and completing projects required by applicable law.
Office:
- Oversee the District budget and financial planning
- Oversee payroll, accounts payable, and accounts receivable
- Prepare all reports for accounting purposes
- Manage all debt services and capital funds
- Manage all educational resources
- Oversee all purchasing
- Supervise all business office personnel
- Provide inservice training for business office personnel
- Oversee all operations relative to food service program
- Oversee all operations relative to facilities and transportation
- Oversee all insurance types in cooperation with Human Resources
- Serve as the District Illinois Municipal Retirement Fund authorized agent
- Serve on the management team of Collective Bargaining and prepare all fiscal data, share appropriate information with employee units, develop techniques and strategies for bargaining
- Participate in mediation and arbitration as required
- Inventory all District properties annually
- Oversee reconciliation of all school Student Activity Funds
- Process all monies submitted by each school
Individual:
- Stay actively involved in local, State and Federal educational programs and organizations
- Continue to participate in professional development and growth opportunities
- Remain current on all laws relative to business operations
- Develop positive working relationships with staff that promotes an encouraging, supportive learning environment and increases staff motivation
- Be knowledgeable of the District Safety Plan
