Through the application of engineering guidelines, this position manages the District's Waste Management Program by integrating waste management policies and other environmental procedures, programs, and projects into the planning, design, construction, maintenance, and operation of highways and related facilities. You will be responsible for the following duties:
- Developing and/or assisting in the development and implementation of waste management and general environmental District policies, procedures, programs, and projects.
- Developing and/or assisting in the development and implementation of waste management and general environmental District training programs.
- Providing policy and procedural guidance on waste management and general environmental issues to District Managers, Supervisors, and Staff.
- Reviewing and analyzing proposed policies and procedures on waste management and general environmental issues for their impact on district activities.
- Auditing or assisting in the auditing of district activities involving waste management and general environmental issues for compliance with established standards and practices.
- Preparing general environmental and waste management audit reports, including recommendations for corrective action(s).
- Providing liaison with PA Department of Environmental Protection and U. S. Environmental Protection Agency waste management offices.
- Preparing and/or review project engineering and environmental documents, proposals, contract special provisions, for adequacy from a waste management and general environmental perspective.
This position also uses engineering judgement to oversee the development of Erosion and Sediment (E&S) Control Plans and environmental feature plans to ensure plans are developed using sound engineering practices while complying with environmental laws, regulations, standards and practices. You will oversee the use of Global Positioning System (GPS) surveying equipment to stakeout area and take surveying data to develop wetland delineation plans in compliance with environmental and engineering principles and practices.
Work Schedule and Additional Information:
- Full-time employment.
- Work hours are 7:00 AM to 3:00 PM, Monday - Friday, with 30-minute lunch.
- Telework: You may have the opportunity to work from home (telework) part-time at supervisor's discretion. In order to telework, you must have a securely configured high-speed internet connection. If you are unable to telework, you will have the option to report to the headquarters office in Dunmore.
- This position is eligible for an Alternate Work Schedule (AWS) subject to supervisor approval.

Minimum Experience and Training Requirements:
- Six years of Civil Engineering experience in the appropriate specialty; and an Engineer-in-Training certificate issued by or acceptable to the Pennsylvania State Registration Board for Professional Engineers, Land Surveyors and Geologists; or
- Five years of Civil Engineering experience in the appropriate specialty; and an Engineer-in-Training certificate issued by or acceptable to the Pennsylvania State Registration Board for Professional Engineers, Land Surveyors and Geologists; and an associate degree in Civil Engineering technology or a closely related engineering discipline; or
- Two years of professional Civil Engineering experience in the appropriate specialty, and a bachelor's degree in Civil Engineering or a closely related engineering discipline.
Special Requirement:
- This position requires possession of a valid Class C Driver's License.
Other Requirements:
- PA residency requirementis currently waived for this title.
