SALARY RANGE: $110,000 - $120,000
The salary offered will be based on the length and relevance of the candidate's work history and the skills developed through their professional experiences.
GENERAL SUMMARY:
SUPERVISORY RESPONSIBILITIES:
ESSENTIAL DUTIES AND RESPONSIBILITIES:
- Assists in managing and participating in the development and implementation of goals, objectives, policies, and priorities for assigned functions and programs, such as IT systems, telecommunications hardware/software, and project management.
- Confers with, and serves as a resource to, TARC departments on the planning, development, and implementation of technology programs that enhance their service delivery and optimize staff efficiencies; responds to difficult and sensitive TARC department and public inquiries and complaints and assists with resolutions and alternative recommendations; ensures the provision of optimal customer service to departments.
- Conducts feasibility studies and makes recommendations on courses of action; oversees and contributes to the management of IT research, development, conversion, installation, and maintenance projects;
- Participates in the development of consultant requests for proposals (RFPs) for professional services and the advertising and bid processes; evaluates proposals and recommends project awards; coordinates with legal counsel to determine TARC contractual obligations and requirements; negotiates contracts and agreements and manages same after award.
- Contributes to the overall quality of the department's service by developing, reviewing, and implementing policies and procedures to meet legal requirements and TARC’s needs; continuously monitors and evaluates the efficiency and effectiveness of service delivery methods and procedures; assesses and monitors the distribution of work, support systems, and internal reporting relationships; identifies opportunities for improvement; directs the implementation of changes.
- Recommends the appointment of personnel; provides or coordinates staff training; conducts performance evaluations; implements discipline procedures as requested; maintains discipline and high standards necessary for the efficient and professional operation of the department.
- Assists in the overall direction and management of the department, including managing and participating in the development and administration of the department's annual budget; directs the forecast of additional funds needed for staffing, equipment, materials, and supplies; directs the monitoring of and approves expenditures; directs and implements adjustments as necessary.
- Prepares, reviews, and presents staff reports, various management and information updates, and reports on special projects to the Board of Directors and the Executive Director, as assigned by the Director of Information Technology.
- Attends and participates in professional group meetings; stays abreast of new trends and innovations in the field of IT.
- Acts as the Director of Information Technology on a relief basis.
- Performs other job-related duties as requested.
MINIMUM EDUCATION AND EXPERIENCE:
- Bachelor's degree from an accredited four-year college or university with major coursework in IT management, computer science, business or public administration, or a closely related field; and
- Five (5) years of professional-level experience in performing a diverse range of analytical and project management duties in IT programs, including two (2) years of supervisory or management experience in IT.
- Possession of, or ability to obtain, a valid Kentucky or Indiana Driver's License by the time of appointment and a satisfactory driving record.
Note: An equivalent combination of related education and experience may be substituted for the above-stated minimums excluding High School Diploma, GED, Licenses, or Certifications.

- The structure and content of the English language including the meaning and spelling of words, rules of composition, and grammar.
- Computers and software programs (e.g., Microsoft software packages) to conduct research, assess information, and/or prepare documentation.
- Assist in developing and implementing goals, objectives, practices, policies, procedures, work standards, and internal controls for the assigned operational areas.
- Plan, organize, and coordinate the work of supervisory, professional, technical, and administrative support personnel; delegate authority and responsibility.
- Select and supervise staff; develop and direct people as they work by providing training to ensure tasks are performed effectively; evaluate performance in an objective and positive manner.
- Prepare and administer large and complex budgets; allocate limited resources in a cost-effective manner.
- Research, analyze, and evaluate service delivery methods, procedures, and techniques.
- Analyze problems, identify alternative solutions, project consequences of proposed actions, and implement recommendations in support of the organization’s program goals.
- Communicate clearly and concisely, both orally and in writing, using appropriate English grammar and syntax.
- Prepare clear and concise administrative and management reports.
- Establish and maintain cooperative working relationships with those contacted in the course of business, including employees, the Board of Directors, government entities, contractors, the community, and the general public.
- Effectively use computer systems, applications, and modern business equipment to perform a variety of work tasks.
