The New York City Office of Chief Medical Examiner (OCME) seeks an Assistant Director of Special Operations to work within the Forensic Investigations Department. The Assistant Director of Special Operations will play a high-level role in emergency management, response, and support services. NYC OCME has become a leader in disaster response and is currently building capacity to maintain and expand its technical expertise in the area of mass fatality management. This position reflects the agency's overall commitment to improving agency preparedness, and to OCME's responsibility to provide 24/7 forensic services.
Under the oversight of the Deputy Commissioner of Forensic Operations & Investigations and the direction of the Associate Director of Forensic Investigations, the Assistant Director of Special Operations will function as the lead for OCME's incident response and the Regional Medical Examiner's Special Operations Response Team (MESORT), an interdisciplinary team tasked with responding to incidents involving numerous fatalities and/or in complex fatality management scenarios. In this position, the Assistant Director will ensure the Agency's overall capacity to fulfill its disaster response mandate. Among other leadership and managerial duties, the Assistant Director be responsible for designing safety and operational protocols, developing and carrying out training programs, monitoring and evaluating the Agency's ongoing preparedness capabilities, and performing disaster management functions in the event of an incident as well as providing day-to-day support to the Forensic Investigations Department as an Agency Tour Commander.
The Assistant Director should be a pro-active, self-motivated individual who can work across technical disciplines to create integrated plans and operational teams. A background in emergency preparedness, disaster response and/or applied forensic sciences to include medicolegal investigations is essential. The Assistant Director will be responsible for a wide range of activities, including, but not limited to the following:
-Participate in the development and implementation of agency preparedness policies and procedures, operating guides, and staffing plans to promote disaster preparedness and response
-Participate in and/or direct all aspects of OCME's disaster response and preparedness to include scene response and processing, disaster morgue operations, family assistance center (FAC)
preparedness and deployment, continuity of operations planning (COOP), and operations center management
-Develop tools and methods to perform assessments in the area of fatality management and disaster response
-Develop and implement training programs to build capacity across disciplines
-Coordinate and lead exercises and drills to include both OCME and other regional agencies, where appropriate
-Deploy to incidents, exercising command and control protocols, and commanding MESORT team members and forensic investigators
-Develop After Action Reports and designing improvement plans based on such reports
-Prepare and deliver briefings, presentations and reports that detail the outcomes of trainings, exercises, and assessments and ensures relevant communication to all stakeholders
-Participate in and/or oversee, support, and further develop special investigative taskforces/units, such as the OCME K9 Unit (eg. K9 handling)
-Representing the Agency at relevant Citywide, Regional and multi-agency task forces, meetings, and planning initiatives
-Coordinate with multiple stakeholders representing government agencies, nonprofit and private entities
-Manage working relationship with and providing oversight of technical consultants and forensic personnel who may be enlisted to perform planning, training and response activities
-Oversee and direct agency logistics, fleet, and transportation services related to preparedness and response, to include maintaining, operating and deploying emergency response equipment,
supplies and vehicles
-Serve in the functional role as an Agency Tour Commander to ensure unity of effort across all operational divisions within the agency for day-to-day and disaster response
-Monitor and coordinate field deployment and operations, investigations, morgue services, body transportation, evidence handling and identification
-Supervise, evaluate, and develop the forensic investigations teams and operations
-Respond to death scenes and perform duties of Medicolegal Investigators in all five boroughs, as needed
-Visit borough offices and OCME locations to ensure locations are operating as expected
-Provide 24/7/365 availability to respond to urgent matters of the division and agency, including incidents and participation in the agency's MESORT and disaster response and on-call
schedule
-Other duties and responsibilities as assigned
Qualifications
1. A baccalaureate degree from an accredited college, with specialization in criminalistics, forensic science, chemistry, biology, physics, molecular genetics, genetics, biochemistry, molecular biology, entomology, anthropology, ecology or a closely related scientific or engineering field.
