Job description

Summary

Under the general supervision of the Parks and Recreation Director, oversee the development, planning and renewal of the city's parks, parkways, streetscapes, municipal buildings and trails. This position provides direction to other employees such as the Parks Superintendent and Aquatics Coordinator, Special Events and Reservations Coordinator. Position may be requested to perform other duties as required.

Duties

BUDGETARY RESPONSIBILITIES
Establishes budgetary goals and prepares budget forecasts and projections. Develops costs for capital improvements projects. Reviews purchasing paperwork prior to Directors approval.
ILLUSTRATIVE DUTIES
Responsible for monitoring budget expenditures for the Parks and Recreation department, including capital improvement projects.
Works closely with Park Superintendent, Aquatics Coordinator, Special Events and Reservations Coordinator to insure departmental policies and procedures are followed.
Oversees the daily operation and work assignments for departmental crews.
Works with YMCA and HPISD regarding facility agreements and facility usage.
Assists in the preparation of annual budgets relating to parks operations, various Capital Improvement Program projects, Fleet Service Fund expenditures, as well as, review and process payment applications submitted by consultants and contractors.
Evaluates park and Recreation facilities, landscapes and recommend improvements to be made to such facilities.
Prepares and presents formal presentations to the City Manager, City Council and other boards, commissions and citizen organizations in the absence of the Parks and Recreation Director.
Assists the Director in administering and overseeing service contracts, use/management agreements, and other similar documents pertinent to the operation of a municipal park system.
Compiles and submits required reports to federal, state and local regulatory agencies.
Provides expert leadership with the development, planning, implementation and evaluation of major special events, festivals and Recreational programs.


Qualifications

PHYSICAL AND ENVIRONMENTAL CONDITIONS
Ability to sit, stand and transport self from building to building. Ability to attend functions and meetings in buildings and at other sites. When inspecting sites or working with park crews, employee may be exposed to extreme temperatures and chemical or environmental hazards. May bend, stoop, etc. while instructing and training employees in proper work techniques.
REQUIRED CONTACTS
Ability to effectively communicate with citizens, elected officials and employees in order to provide or gather information for the effective management of the park department.
REQUIRED EDUCATION/QUALIFICATIONS
Bachelor’s Degree in Landscape Architecture, Urban Forestry, Turf Management, Parks and Recreation Administration or closely related field required. A minimum of ten (10) years of progressive experience in Parks & Recreation, Aquatics, Special Event planning and programing and partnership development required. A minimum of five (5) years of supervisory experience required. Experience in working with a CAPRA accredited agency a plus. CPRP or CPRE certification preferred.
Knowledge, Abilities and Skills
Ability to read and understand various professional publications in order to interpret new laws and regulations. Skill in the operation and maintenance of personal computers. Skill in the application and use of horticultural supplies such as fertilizers and pesticides. Ability to work with staff, elected officials, vendors and the public.
Proficient in use of Microsoft Office, (Outlook, Word, Excel, Power Point and Access.)
