Job description

JOB OBJECTIVES:
Under general supervision, this position plans, initiates and administers recreational services and facilities, city wide landscaping and various special events within the city. The employee is responsible for pro­viding a diversified, comprehensive recreation program for the entire community, promoting good will, sound health concepts and education of present trends in lifetime leisure activities. This involves planning, developing, implementing and administering select community pro­grams and special events and requires the delegation of duties and supervision of staff mem­bers. Employee must keep abreast of advancements in maintenance equipment as well as the evolution of technology within the field. Oversees; Recreation, Parks, Building Maintenance and Aquatics divisions.
ESSENTIAL JOB FUNCTIONS:
  • Coordinates the planning and direction of city-wide recreation programs and special events within the structure of the Department of Parks & Recreation.
  • Develops and monitors the operating budget for the department, monitors each project, program and activity, establishes goals and priorities for use of budgeted resources for the Recreation, Parks, Building Maintenance and Aquatics accounts.
  • Responsible for recruiting, interviewing, developing, maintaining and delegating person­nel to meet the criteria of assignments and objectives.
  • Monitors each project, program and activity to assure that the delivery of service paral­lels the plan of action in relation to schedule, attendance, personnel, costs, safety and par­ticipant/user.
  • Establishes and maintains working relationships with other providers of services related to the social welfare of the community. These providers would include but not be limited to various levels of local public and private schools, commercial recreation vendors, the American National Red Cross, Boys and Girls Clubs, Athletic Leagues and others.
  • Oversees the development and implementation of training and safety programs within the department, to ensure expedient delivery of services with a minimum of risk to employees and pa­trons.
  • Maintains comprehensive files, records, documents and plans necessary for the performance of the department.
  • Maintains a close relationship with the Parks Advisory Board appointed to departmental functions by communicating industry standards, status of departmental service delivery, city's policies and procedures and listening to the view and attitudes of lay persons.
  • Oversees the development of a comprehensive ongoing city-wide ‘Park” Plan so as to provide administrators adequate information to acquire and develop facilities to meet the needs of future population growth.
  • Actively participates in the planning and facilitating of community special events.
  • Keeps abreast of trends in the industry and developments in equipment and technology re­lated to the recreation resource management field. This function may often require travel to workshops, conventions, trade shows, schools and seminars.
  • Guides the development and maintenance of volunteers for the various divisions to augment staff and resources as well create a fellowship with special interest groups within the community.
  • Prepare routine, special reports and presentations regarding the department's operations and development plans, as requested by Administration, City Commission, or other boards or citizen groups.
  • Maintains communications with schools, state and federal agencies so that the City can take full advantage of outside resources.
  • Perform other related duties as assigned.
EQUIPMENT/MATERIALS:
Computer, general office equipment, software and two-way radio.
WORKING CONDITIONS/PHYSICAL DEMANDS:
Works indoors in a well-lighted, air-conditioned office and is relatively free from unpleasant environmental conditions or hazards; however, may be exposed at times to external inclement weather and unpleasant environmental conditions and/or hazards. The physical demands are low.
EDUCATION/SKILLS REQUIRED:
Position requires a BA/BS degree in Parks and Recreation Administration or related field, with specialized training in community recreation. College degree may be substituted with progressive experience in municipal government. Must be computer literate and proficient with software such as Word, Excel, PowerPoint, QuickBooks and Internet. Must possess a valid Texas drivers' license with a satisfactory driving record. Must clear a background check and drug test. Prefer for individual to be bilingual (Spanish).
