The Assistant Director for Transportation & Fleet oversees and leads fleet, transportation, and alternative transportation including the RamBikes shop. In addition, this position gives the RamBikes shop support by providing direction and guidance on their plans and helps lead the University's alternative transportation plans and is a key part of the Parking and Transportation senior leadership team.
Responsibilities include but are not limited to:
Manage Fleet Operations
- Manage personnel and operations of Fleet in accordance with HR, Procurement, University, State, and Federal Policies and Procedures
- Oversee all financial aspects of Fleet Operations, to include Operations of the Fleet Maintenance Shop as an auxiliary
- Develop and manage collaborative relationship with departmental fleet officers
- Manage all licensing and inspections of vehicles within the fleet
- Manage and plan acquisition and replacement of assigned vehicles; coordinate with departments to write and review vehicle specifications, secure bids, and place orders for vehicles adhering to objectives and terms of vehicle replacement assignments
- Maintain and enforce policies including shop operations, vehicle preventive maintenance, fueling operations, and use of the daily fleet motor pool; monitor use of outside vendors, including outside service and fuel providers
Manage Transportation Operations
- Implement and maintain programs to ensure effective and efficient management with an emphasis on safety and total operating costs
- Define and maintain safety and service operation standards within the transportation units and determine program needs and capabilities
- Develop system efficiency standards for transit programs; identify, plan, and implement strategies for efficient and effective operation, maximizing resources and minimizing costs
- Negotiate and oversee contracts for service providers to include potential expansion or contraction of service while still maintaining established service standards
Manage Alternative Transportation Operations
- Develop, implement, and/or expand Alternative Transportation options to meet university needs
- Research and implement new technologies to expand alternative transportation needs
- Collaborate with external service providers to enhance options available to university stakeholders
Administration and Management Activities
- Develop and recommend short and long-term strategic goals and objectives to improve the fleet and transportation unit programs
- Prepare the annual budgets for the fleet and transportation service organizations and monitor its progress throughout the fiscal year
- Ensure all financial transactions are properly recorded with appropriate backup and support through the use of various software systems, and billed to the correct organization and account
- Analyze and prepare reports on fleet and transportation related issues
- Serve as the primary resource for fleet and transportation, industry standards and knowledge, and develop programs to incorporate current best practices
Additional Duties as Assigned
- Performs assigned duties by P&T Director by established deadlines
- Acts as a resource within P&T providing objective views to problems and processes; takes initiative to mediate and direct in situations/circumstances warranting intervention on the behalf of a customer and/or staff
- Stays current on issues, services, and events of other units within P&T
Minimum Hiring Standards
- Bachelor's degree in transportation, business, public administration, or a related field, or equivalent in education and experience
- Experience within at least two of the following areas: fixed route transportation, on demand transportation, transportation demand management, alternative transportation and/or fleet management
- Experience with driving community engagement, collaboration with stakeholders, and working in a customer centric environment
- Have a focus on process management and customer satisfaction which includes progressive, demonstrated management experience in both process and personnel
- Demonstrated contract management over a vendor outsourced operation
- Experience in stakeholder communications and needs assessment
- Skill in establishing a data driven basis for decision process
- Strong knowledge of fleet management operations, transit systems, and maintenance and transportation software
- Experience in developing and implementing programs to reduce single driver vehicles
- Experience in administrative, business, and procurement practices
- Excellent written, oral communication, and computer skills, including Microsoft Office with specific emphasis on Excel for data analysis
- Knowledge of vehicle licensing and title requirements/processes, and general vehicle specifications
- Demonstrated ability to effectively lead and manage diverse teams
- Demonstrated ability working in a fast paced environment and handling complex situations
- Demonstrated ability to effectively work with department heads, faculty, staff, students, organizations (both internal and external) and the general public
- Many operations of this department operate outside of normal business hours, requiring the ability to work early morning, nights, and weekends as needed
- Must possess a valid Driver's License
- Must be available by phone 24 hours a day, 7 days a week, except when on approved leave
- Demonstrated experience working in and fostering a diverse faculty, staff, and student environment or commitment to do so as a staff member at VCU
Preferred Hiring Standards
- Certified Automotive Fleet Manager (CAFM) is preferred
