Description:

Position Summary
This position serves as an administrative officer in support of the college who is responsible for the identification, development and implementation of human resource strategic planning and annual goals, human capital management, and Human Resources policies and procedures. The Assistant Dean provides leadership and focus and exercises independent judgment in the performance of designated responsibilities.

Duties & Responsibilities

  • Provide leadership, consultation, and strategic direction to college leadership on policies and practices to enhance service levels, reduce unwanted events, align with appropriate market comparators and serve as a change agent for designated responsibilities.
  • Define, develop, shape and implement college policy and procedures including but not limited to human resource operations, human capital management, labor relations, employee relations, education and training, organizational design, employee professional development, and performance management.
  • Advise on human resource policy and procedures for the college and its units; provide oversight; monitor and guide the college units in maintaining compliance and HR responsibility; maintain compliance with university, state, federal and professional standards.
  • Oversee/direct/train the college and department HR staff on the Human Resources principles and processes. This includes dotted line relationships with HR staff on the College's regional campuses.
  • Advise the college in the formulation and implementation of human resource policies and practices to recruit and retain high level and diverse faculty and staff.
  • Provide leadership, direction and support to the UI COM strategic plan, specifically both the Staff Development Strategy and the Human Resources activities within the Business Operations strategy.
  • Collaborate with the Associate Dean for Administration in providing oversight and control of appropriate faculty and staff recruitment and compensation. This includes organizing and managing the College's annual salary planning process and reviewing and the salary proposals for all faculty and staff and recommending any adjustments deemed necessary. It also includes supervising the Director of HR Operations.
  • Establish metrics, analyze and leverage data and best practice insights in monitoring human resource operations, respond to professional and accreditation human resource surveys, and prepare internal and external administrative reports on such topics as faculty workload, benchmarking, employee engagement, cost per hire, labor and economic data, trends and forecasting.
  • Represent the college to the Office of Faculty Affairs, University and System HR units, and Office of Access & Equity; serve on key college and campus committees.
  • Provide professional expertise and remain current with developments in federal, state, local and university, laws, regulations, policies and overall market trends in the HR field affecting faculty and staff issues.
  • Work closely with the Associate Dean for Diversity & Inclusion to address diversity matters for faculty and staff recruitment and retention. Embrace and help execute DEI programs college wide.
  • Plan, assign and review work of staff to ensure that group objectives are met. Hire, train, develop and manage staff to ensure that qualified staff exists to meet group objectives.
  • Perform other related duties and participate in special projects as assigned.

    Qualifications:

    Minimum Qualifications
    A minimum of a bachelor's degree in human resource management or related field required, Master's degree preferred
    A minimum of 10 years' high level administrative experience required, including experience as a human resource administrator preferably in higher education administration. Certification as a Senior Professional in Human Resources (SPHR) preferred.
    Demonstrated leadership in the area of human capital management; compliance; analytical thinking; creativity and strong decision-making skills are also required, as well as a track record of success as a transformative leader.
    Demonstrable knowledge of human resource policies and procedures and systems required.
    Excellent oral and written communication skills are also required.
    Experience/training in mediation and negotiation, and project management required.
