About the Organization:

The Division of Occupational Licensure (DOL), an agency within the Office of Consumer Affairs and Business Regulation (OCABR), protects consumers by making sure the professionals they hire comply with state licensing laws. DOL oversees 26 boards of registration, which license and regulate more than 500,000 individuals and businesses to practice over 100 trades and professions. DOL also licenses and regulates the Office of Public Safety and Inspections (OPSI), and the Office of Private Occupational Schools.

In addition, it is the duty of the DOL to ensure fair and consistent enforcement of the licensing laws and regulations. About the Role:

The Assistant Chief of Investigations (“Assistant Chief”) is responsible for managing the daily operations of the Office of Investigations (“OI”), which supports the investigative functions of DOL’s 26 licensing boards, OPSI, and OS. OI receives and investigates approximately 1,500 complaints on behalf of DOL’s licensing boards and performs more than 9,000 compliance and opening inspections of businesses and schools each year.

The Assistant Chief is responsible for overseeing day-to-day operations of OI, including the management of four investigative teams responsible for investigating complaints and conducting compliance and new shop inspections. By administering the DOL’s priority system for complaint management and supervising the investigations and inspections which comprise the boards’ enforcement programs, the Assistant Chief contributes meaningfully to the fulfillment of the DOL’s enforcement goals. The Assistant Chief also coordinates enforcement priorities with the relevant boards, assigns and reviews cases, trains staff, and conducts conferences and interviews.

Duties and Responsibilities: (these duties are a general summary and not all inclusive):

  • Oversee the daily operations of the Office of Investigations.
    • Oversee and coordinate the day-to-day operations of OI.
    • Review investigation assignments to ensure compliance with Unit procedures.
    • Supervise case management and case tracking procedures.
    • Learn DOL’s software program and provide senior staff with metrics and updates on a regular basis relative to investigations in the agency.
    • Formulate investigative policies and procedures for efficient investigation of consumer complaints.
    • Manage DOL priority system assuring that most serious cases are handled expeditiously.
  • Direct OI Inspectional Programs.
    • Manage and direct OI’s field inspections program, including new shop openings, compliance checks, and investigative inspections.
    • Oversee the accurate documentation of field inspections and ensure the timely entry of this information into the DOL’s eLicensing Database.
    • Learn DOL’s software program and provide senior staff with metrics and updates on a regular basis relative to inspections performed by OI.
    • Ensure DOL investigators are meeting DOL inspectional goals. Provide regular updates to the Chief of Investigations and DOL management.
    • Recommend assignment of staff resources to maximize field presence and meet regulatory objectives. Ensure all OI staff are conducting inspections and conduct on-site review of inspections.
    • Implement DOL goals regarding interagency cooperation in areas such as insurance fraud, unlicensed practice, public safety, and construction with entities such as the Attorney General’s Office, U.S Attorney’s Office, local District Attorneys, State Police, and Department of Public Health (“DPH”) as directed by the Chief of Investigations
    • Attend meetings and implement information sharing policies as directed by the Chief of Investigations.
    • Develop and recommend initiatives in policy or administrative action to improve the functioning of the OI.
  • Represent OI at public and professional meetings, lectures etc.
    • Conduct outreach and attend seminars to increase knowledge and understanding of law enforcement, licensing, and the practice of the professions regulated by DOL.
    • Attend DOL Board meetings as needed to assist in case management and provide information to board members.
  • Work with DOL Senior Staff and Training staff with identifying, developing, and implementing training and professional development opportunities for OI staff.
    • In coordination with the DOL staff, develop and implement a training program for all OI staff, including investigators and administrative staff.
    • Assist DOL staff with identifying and making available professional development opportunities for OI staff.
    • Work with the DOL staff and OI supervisors, to develop and implement cross-training initiatives for OI staff.
    • Assist with providing feedback and implementing technology solutions, improvements and changes for software, computers, and mobile devices.
  • Manage personnel, assist with Unit’s human resource functions, train Unit personnel.
    • In coordination with the Chief of Investigations, screen and interview for staff positions as vacancies arise.
    • Conduct performance evaluations, provide feedback as needed to meet DOL goals.
    • Ensure staff compliance with Unit and DOL polices and manuals.
    • Promote compliance by Unit staff with respect to their roles and responsibilities, Public Records Law, State Ethics Law, codes of conduct, and administrative procedures.
    • Delegate tasks, assign and review work product.
    • Provide a supportive work environment to facilitate personal and professional growth of staff.

Preferred Knowledge, Skills, and Abilities:

  • At least five (5) years of full-time or equivalent part-time, supervisory or managerial experience in business administration, business management, or public administration. This should include experience in supervising, training, and evaluating staff.
  • Experience in law enforcement or administrative law with extensive management experience in state, local, or federal government. Familiar with the laws, rules, regulations, and standards of practice governing the professions regulated by the licensing boards as well as law enforcement policy and procedure.
  • Thorough knowledge and understanding of investigative and inspectional techniques and significant experience in the evaluation of these matters.
  • Understand and be able to direct staff to informational resources necessary to the investigation of consumer complaints.
  • Working knowledge of the Commonwealth’s judicial system.
  • Strong communication skills, both verbal and written, and be comfortable speaking in public.
  • Strong management skills and be able to motivate, train and lead subordinates.
  • Experience in human resources issues with an understanding of Commonwealth personnel and budget policies and procedures.
  • Knowledge of, and experience in the areas of process improvement, systems dynamics, and systems re-engineering.
  • Must be able to respond positively to criticism and direction in a constructive and non-adversarial manner and be able to place the good of DOL above personal considerations.

Qualifications

MINIMUM ENTRANCE REQUIREMENTS:

Applicants must have at least (A) five (5) years of full-time or, equivalent part-time, professional, administrative, supervisory, or managerial experience in business administration, business management, public administration, public management, clinical administration or clinical management of which (B) at least one (1) year must have been in a project management, supervisory or managerial capacity or (C) any equivalent combination of the required experience and substitutions below.

Substitutions:

I. A certificate in a relevant or related field may be substituted for one (1) year of the required (A) experience.

II. A Bachelor's degree in a related field may be substituted for two (2) years of the required (A) experience.

III. A Graduate degree in a related field may be substituted for three (3) years of the required (A) experience.

IV. A Doctorate degree in a related field may be substituted for four (4) years of the required (A) experience.
