Job description

Overview
*This position is for the Kentucky Farm Bureau Federation.
Responsible for the proper implementation, coordination and administration of Farm Bureau programs by County Farm Bureaus in the following counties: Ballard, Caldwell, Calloway, Carlisle, Christian, Crittenden, Fulton, Graves, Hickman, Livingston, Lyon, Marshall, McCracken, Todd and Trigg.
Responsibilities
Keep the Director of Field Services informed of all department activities.
Meet and correspond on a periodic basis with county and state Farm Bureau leaders.
Regular, predictable attendance.
Facilitate the flow of information both to and from the county and state organizations.
Encourage, monitor and promote county participation in all Farm Bureau programs and services.
Help county Farm Bureaus plan for and achieve their membership quota and goals.
Assist county Farm Bureau presidents in planning for monthly board of director meetings.
Serve as a vital component in Farm Bureau's legislative action system by working as a "key coordinator" in efforts which enlist county leaders in action requests.
Keep the Director of Field Services informed of all activities, projects and situations which affect Farm Bureau's organizational integrity, effectiveness and harmony.
Serve as a mediator between county Farm Bureaus and service companies where service agreements, office agreements, or personnel matters are involved. 2
The Area Program Director's role may become supervisory in certain matters, since the county Farm Bureau, its officers and staff may function under agreements between the state and county Farm Bureaus.
Assist in identifying and facilitating training needs of county Farm Bureaus.
Surface and develop new leadership for the organization.
Promote and encourage county Farm Bureau participation in the Policy Development Process.
Assist county Farm Bureaus in all matters affecting the efficient operation of the county organization.
Arrange for all state "called" district and regional meetings and conferences.
Be knowledgeable about state and national Farm Bureau programs, promotional efforts, and activities.
Forward relevant information regarding production - training concerns to supervisor and Agency Support and Marketing Managers.
Provide Executive Vice President with status reports, including accomplishments, goals and objectives as requested.
Promote participation at all Farm Bureau functions including but not limited to: AFBF Convention, State Annual Meeting, Congressional Recess Meetings, Presidents/Vice Presidents Conference, Measure-the-Candidate Meetings, Congressional Tour, Legislative Drive In, State Fair Activities, Women's Programs, Young Farmer Programs, Generation Bridge Programs, and District Meetings.

OTHER RESPONSIBILITIES
Respond to requests for information on various issues.
Serve on intra and inter company committees as directed.
Attend county board, district, and annual meetings as requested and necessary.
Assure county Farm Bureau compliance in matters related to the filing and reporting of documents as mandated by state/federal law or Kentucky Farm Bureau. Such as, but not limited to: Annual 990 & 990-T Forms, Annual Articles of Incorporation papers and fees, Uniform Cooperative Agreements to be resubmitted each five years (in years ending with the number 5 or 0), County office agreements (reviewed annually), County bylaws on file in State Office for each county.
Complete and evaluate each county's program of works as outlined in the Awards and Incentive Programs.
Maintain contacts with groups, organizations and councils with similar agricultural interests and goals.
Promote organizational mission statements, goals and objectives of both Kentucky Farm Bureau Federation and Kentucky Farm Bureau Mutual Insurance Companies.
Responsible for county Farm Bureau involvement and proper organizational implementation of the Insurance Program in each county.
Coordinate county Farm Bureau involvement in the agent approval process.
Coordinate and work with agency managers and agents with regard to county organization matters.
Assure the proper use of the Kentucky Farm Bureau name and logo with county Farm Bureaus.
Coordinate the instructional information needed by County Boards to conduct interviews for vacant support staff or agency manager positions.
Coordinate County Board participation in the approval process for all new agency managers by assisting the county president with appointing a screening committee and then working through the county screening committee to begin the county portion of the interview process.
Assist county Farm Bureaus in identifying county office needs including, but not limited to, requesting consideration for county Farm Bureau office loan program.
Meet regularly with the Agency Support and Marketing Managers to discuss each county in working area. Paying special attention to the areas of production, profitability and membership growth.
Include any relevant information regarding the insurance operation as part of the monthly County Board APD report.
Work closely with Director of Field Services, Kentucky Farm Bureau Mutual Insurance Company, County Board and Agency Manager to increase agency force where warranted. Assist recruiting efforts for prospective agents and assist entering them in the pre-employment evaluation.
Serve as a mechanism for agencies and counties to relay questions, concerns or suggestions to management.

Qualifications
Bachelors Degree or equivalent experience.
Good communication skills, oral and written.
Public speaking.
Individual must be self-motivated and can work independently and organize plan of work.
Ability to interact effectively with a team concept.
Ability to represent and communicate Farm Bureau policy, organizational goals and philosophy in a professional and accurate manner.
Ability to coordinate and complete several tasks under time constraints.
Ability to reason, negotiate and solve problems.
Ability to make and implement decisions in a timely fashion.
Ability to relate to and interact with farmers, other staff members, etc.
Ability to represent Farm Bureau in a professional manner.
Willingness to perform work assignments after office hours to meet job demands.
Willingness to travel overnight, attend county board meetings and conferences as needed.
Ability to read, interpret and mediate county office operating agreements, contracts, etc.
