As Application Developer on our Geographic Information Systems (GIS) team, you'll play a crucial role in maintaining cutting-edge enterprise GIS databases, spatial analysis tools, and customized GIS applications. You will lead the charge in overseeing GIS applications that impact both internal agency departments and external stakeholders, empowering initiatives aimed at enhancing family and community health while nurturing safe and vibrant communities.
Collaboration is key in our environment, and you'll work closely with various departments to incorporate their requirements into our services. Your deep understanding of IT disciplines will be invaluable as you contribute to the planning, design, implementation, and maintenance of our innovative application development solutions.
Responsibilities:
Your role will involve a diverse array of responsibilities, from spearheading application development to managing data and administering systems. You'll be at the forefront of creating and refining GIS solutions that seamlessly integrate throughout our entire organization, ensuring they meet the highest standards of security and reliability.
Information System Design, Development, Implementation, and Management:
  • Design, develop, and maintain agency web applications using various technologies.
  • Evaluate and resolve complex tasks related to application construction.
  • Conduct peer code reviews and facilitate user access to web-enabled applications.
  • Stay updated on industry trends and develop application documentation.
  • Ensure compliance with coding standards and security protocols.

Data Management and Reporting:
  • Design, develop, and maintain data integrations using relational database technologies.
  • Verify data accuracy and completeness and develop quality assurance processes.
  • Develop and support ETL processes and data visualization dashboards.
  • Convert tabular data to modern platforms and define data for applications.
  • Publish and maintain data layers in ArcGIS Online and ArcGIS Enterprise platforms.
  • Create and maintain metadata for published data.

Manage Systems Implementations:
  • Develop and manage project plans, schedules, and resources.
  • Communicate with stakeholders and maintain project logs and reports.
  • Research, Analysis, and Problem Resolution for Agency-Wide Applications.:
  • Solve complex IT problems, escalate issues when necessary, and conduct comprehensive research.
  • Participate in OIT team discussions to assist in determining solutions to business problems.

Testing and Quality Assurance:
  • Conduct system, unit, and performance testing.
  • Use testing tools to ensure solutions meet coding, security, and functional requirements.
  • Support pre-production environments and assist in resolving testing failures.

Documentation:
  • Develop and maintain standards and guidelines for system development.
  • Create system and user documentation and author explanatory documents after incidents.

Required Qualifications and Experience:
Your experience must have been gained from full-time equivalent work and may have been gained concurrently.
  • Education in an Information Technology program or a closely related field and/or professional experience in at least one of the following IT disciplines: consulting, analyzing, designing, programming, installing and/or maintaining computer software applications.
    1. Option 1: Eight (8) years of experience
    2. Option 2: Associate's degree AND six (6) years of experience
    3. Option 3: Bachelor's degree or higher AND four (4) years of experience

  • At least (3) years of professional experience in the software development field as a Software or Database Developer. Your experience must include the following:
    1. Configuration of ArcGIS Experience Builder, WebAppBuilder, ArcGIS Dashboards and StoryMaps.
    2. Experience with integration technologies API's, Restful services, etc.
    3. Designing, developing, testing, implementing, and maintaining.NET applications.
    4. Experience with GitHUB, Team Foundation Server (TFS) or other source control tools.
    5. Managing/configuring Internet Information Services (IIS).
    6. Experience working with relational databases specifically MS SQL databases.

  • Two (2) or more years of experience working with ESRI's ArcGIS desktop or ArcSDE software.
  • One (1) or more years of experience working within ESRI's Portal environment (Enterprise or AGOL).

Preferred Skills and Experience:
  • BA degree in Computer Science, Management Information System, Informatics, or closely allied field (Engineering/Mathematics)
  • Four (4) or more years' experience working with ESRI's ArcGIS desktop and enterprise software.
  • Two (2) or more years' experience working with ESRI's ArcSDE.
  • Experience developing custom widgets using the ArcGIS Maps SDK for JavaScript
  • Experience working with vector and raster datasets.
  • Experience working with cartographic principles and practices.
  • Experience working with ESRI's ArcGIS Server software.
  • Experience with relational database design.
  • Experience in scripting languages such as JavaScript and Python and Esri's expression language Arcade.
