TITLE: ASSISTANT SUPERINTENDENT AND CHIEF ACAEDMIC OFFICER
QUALIFICATIONS:
- New Jersey Certification as a Principal and Supervisor - Required
- New Jersey Certification as a School Administrator - Required or must be readily eligible to apply for certification
- Required criminal history background and proof of U.S. Citizenship or legal resident alien status.
REPORTS TO: Superintedent of Schools
DUTIES AND RESPONSIBILITIES:
- Conducts research in the area of curriculum and instructional practices, through educational readings, attendance at workshops/conferences, visitations, and networking.
- Conducts overview of local, state, and national needs and requirements regarding curriculum and instruction.
- Conducts overview of district assessment processes, with a focus to continually improve the appropriateness and validity of the assessments used.
- Analyzes, interprets, and/or manages standardized data and curriculum databases. Below list is not inclusive and will change as mandates change:
- DIBELS
- NJSMART
- Pearson Access, Next (NJSLA, NJAPA, Start Strong) data and cluster scores or current state assessment
- LinkIt benchmarks, common grade level and subject assessment.
- ESI-R
- Assists in the development of a long-range plan for the district curriculum, technology, and professional development needs assessment based on the district philosophy, outcome and process.
- Develops the District Professional Development Plan. Oversees the function of the Local Professional Development Committees within each school. Chairs the District Professional Development Committee.
- Oversees the Pre-K-12 curriculum mapping processes. Develops curricular goals and objectives for the elementary level. Coordinates the curricular goals and objectives for the middle school and high school level.
- Coordinates and supervises the Elementary Literacy Support Coaching Program.
- Serves as the NCLB Director. Below list is not inclusive and will change as mandates change:
- Develops the No Child Left Behind Grant
- Regulates budgetary spending
- Ensures NCLB Federal guidelines are met
- Completes the following required state reports:
ii. NCLB End of Year Report
iii. Title I Performance Report
iv. Title I Comparability Report
v. Title IID Performance Report
vi. Title IV, Part A Report
- Serves as the district's Title I Staff and Funding District Director.
- Coordinates the identification of all Title I students and oversees the delivery of services.
- Analyzes and interprets Title I data and assesses needs of the Title I program
- Coordinates Title I funds for non-public schools
- Oversees all Supplemental Educational Services (SES)
- Coordinates the elementary Gifted Program.
- Coordinates and supervises the District ESL program. Below list is not inclusive and will change as mandates change:
- Responsible for LEP-Non-Public School Verification Report
- Responsible for managing Title III and Title III Immigrant funds
- Responsible for ESL WIDA-ACCESS standardized testing
- Responsible for Annual Measurable Achievement Objectives (AMAO) State Report
- Oversees and Coordinates the Student Safety Data System (SSDS).
- Oversees all practicum, mentoring, student teacher, and student nurse placements (Pre-K-12)
- Maintains communication between local universities and the school district
- Executes walk-through observations, formal observations for all staff (Pre-K-12)
- Coordinates Pre-K and Kindergarten Registration and Screening Process.
- Collects data and analyzes screening data
- Reports individual data to each parent
- Organizes the data for related staff (O.T., Speech, etc...) prior to the start of the following school year
- Oversees grants for ESEA, Perkins, and PEA.
- Organizes and supervises district committees designed to study, develop or enhance curriculum and instruction and meet NJSLS and CCSS as approved by the NJ Department of Education.
- Makes recommendations to the Superintendent of Schools regarding curriculum and staff development decisions Pre-K-12 including:
b. Selection of curriculum materials for courses Pre-K-12
c. Planning and implementation of staff development programs.
- Coordinates the elementary summer school program and is responsible for the summer school application process to the county office for all levels.
- May represent the district at conferences, meetings, presentations, and regular organizational functions such as the Gloucester County Curriculum Consortium.
- Assist with the preparation of each unit budget regarding educational materials, salaries, and related costs for curriculum and staff development workshops.
- Processes all elementary curriculum material orders and disseminates to the elementary buildings.
- Assists in the preparation of annual budgets related to funded programs as assigned.
- Prepares parents' in-service programs and workshops on curriculum and other related issues, i.e., Back to School Nights.
- Provides workshops and facilitates meetings on providing instructional techniques at all levels (early childhood, elementary, middle, and high).
- Develops curriculum for the study of educational technology, application software programs, and for the infusion of educational technology into the core curriculum.
- Coaches teachers on specific instructional techniques including classroom visits, planning, and feedback conferences.
- Oversees the implementation of the teacher and administrator evaluation process.
- Assists in the evaluations of teachers and building level administrators.
- Serves as a liaison between building level administrators and the Superintendent of Schools.
- Attend Board of Education meetings accordingly and give presentations.
- Supervises the curriculum/instruction and technology department.
- Manage and submit various state mandated forms through the NJDOE Homeroom and NJSmart databases.
- Oversees and coordinates district wide recruiting and hiring practices for all staff in cooperation with building administrators and supervisors.
- Coordinates the hiring process for all district positions through the development of criteria (scoring guides, interview guides) to ensure the continuity of applicant screening, interviewing and hiring recommendations. Ensures that all current applicants are fully considered to protect the district from discrimination in the hiring process.
- Oversees and coordinates Public Works and Frontline Recruiting and Hiring.
- Creates job descriptions for new staff position and coordinates the periodic review and revision of existing job descriptions.
- Certifies all job classifications, salaries, and position control with the Business Office.
- Acts as district resource person for all matters pertaining to the district's personnel policies implementation.

TERMS OF EMPLOYMENT: 12-Month Year
EVALUATION: Performance of this job will be evaluated annually by the Superintendent of Schools in accordance with administrative directives, state law, and the provisions of Board policy.
