NATURE OF JOB:
This is highly responsible administrative work directing and supervising the Animal Control Division. This position is responsible for directing the enforcement of animal control laws, including animal cruelty investigations in Bay County, as well as supervising the operation of the Animal Shelter Facility. Responsibilities include animal adoptions, reclaims, and pick-ups, the actions of division staff, vehicle and equipment maintenance and ensuring adequate staffing at all times. Work includes supervising and evaluating staff, enforcing County animal control ordinances, responding to citizen complaints, and maintaining the kennel and grounds. Work is performed in accordance with County ordinances and other applicable legislation. Work is performed under the direction of the General Services Director and is reviewed through conferences, reports and observations of results obtained.
Essential Functions and Responsibilities
ESSENTIAL FUNCTIONS AND RESPONSIBILITIES:
  • Plans, organizes and directs the work of staff responsible for enforcement, housing of animals, maintenance of shelter, technical and laboratory assistance and related program development.
  • Supervises and coordinates the activities of division staff, including determining work procedures and schedules, issuing instructions and assigning duties, reviewing work, recommending personnel actions, conducting performance reviews, and conducting departmental training and orientation.
  • Represents Animal Control Division at public functions, prepares and conducts presentations.
  • Enforces and updates programs to educate citizens on responsibilities of animal ownership.
  • Develops, implements, enforces, and updates programs to ensure timely issuance of warning notices and citations to owners of animals when animal control ordinances have been violated.
  • Serves as EOC point of contact for animal issues during community wide emergencies and performs related work as required.
  • Works closely with the Public Information Officer on public relation activities and public record matters.
  • Prepares and submits the Animal Control budget to the General Services Director for review and inclusion in the departmental budget.
  • Supervises monitoring of the Animal Control budget, payroll, purchasing and related fiscal functions. Prepares quarterly contract billing to the cities.
  • Works with other governmental agencies such as the Sheriff's Department, Health Department and cities in solving animal control problems.
  • Works with various adoption and humane agencies in ensuring that humane procedures for handling, caring and disposing of animals are followed.
  • Recommends, implements, and monitors office policies and procedures for compliance with applicable state and local laws, rules and regulations.
  • Stays abreast of the latest procedures and developments regarding the handling, care and disposal of animals to include intake, release, euthanization, controlled substances inventory/use, record keeping and reporting.
  • Responds to verbal and written inquiries from the public regarding Animal Services.
  • Develops programs and strategies to increase "live release".
  • Designated as "responsible official" on State pharmacy permit and air permit.
  • Develops programs designed to inform the residents of Bay County about the proper care and handling of animals.
  • Assists customers in locating lost pets, checking in on stray animals, and selecting animals for adoption, facilitates educational tours for interested groups while explaining applicable animal control laws, ordinances, and responsible pet ownership.
  • Inspects related vehicles and equipment to ensure they are in proper and safe working order.
  • Assists with or euthanizes sick, injured and unwanted animals of a variety of sizes and breeds, in accordance with regulations and standard veterinary procedures.
  • May be subject to emergency management situations that may require working afterhours, weekends and holidays.
  • Regular reliable full-time attendance as scheduled.
  • The employer may add to or change duties at any time and as determined by the County and its leaders to best ensure that the public is served through the work of the Department.
  • Performs other related duties as assigned.

Minimum Qualifications
MINIMUM QUALIFICATION REQUIREMENTS:
  • Bachelor's degree in business administration, public administration, animal science, law enforcement or related field from an accredited college or university, and three years of responsible administrative/managerial experience; or any equivalent combination or related training and experience.
  • Two years' experience in Animal Services, animal shelter operations, or related field; or any equivalent combination of related training and experience.
  • Florida State Certification in Euthanasia or must obtain with six (6) months of hire.
  • Ability to obtain Florida Animal Control Officer Certification within six (6) months of hire.
  • Ability to obtain a Certification in the operation of the pathological incinerator within six (6) months of hire.
  • Equivalent combinations of education and experience may be considered.
  • Applicants within six (6) months of meeting the minimum education/experience requirement may be considered for trainee status.
  • Must be able to comprehend, speak and read the English language.
  • Must have and maintain good interpersonal and communication skills to deal with the public.

LICENSES AND/OR CERTIFICATIONS:
Possession of or ability to obtain a valid Florida driver license upon offer of employment with a driving record acceptable to the County Driving Policy and insurance program.
Knowledge, Abilities and Skills
KNOWLEDGE SKILLS AND ABILITIES:
  • Knowledge of the principles and management practices of Animal Services.
  • Knowledge of practices, policies, laws and procedures pertaining to the operation of an Animal Control facility or small animal shelter/kennel environment.
  • Knowledge of modern principles and practices of administration, record keeping, auditing, inventory control & security and personnel supervision.
  • Knowledge of the operation of laboratory equipment, use of drugs and/or controlled substances and related supplies for an animal facility.
  • Knowledge in the use of MS Word, Excel, and Outlook is essential.
  • Knowledge of or ability to quickly learn County ordinances, law enforcement and health regulations pertaining to animals and related legal procedures.
  • Must have good interpersonal and communication skills to deal with public.
  • Outstanding project management and organizational skills.
  • Excellent oral and written communication skills.
  • Expertise in the use of MS Word, Excel, and Outlook is essential.
  • Ability to supervise and organize the work of staff, develop staff, and effectively appraises employee performance.
  • Ability to make sound recommendations for office policies and procedures.
  • Ability to develop objectives for Animal Control and assist the department director in long and short range planning.
  • Ability to comply and maintain accurate records pertaining to the operation of such a facility.
  • Ability to communicate effectively both orally and in writing, including public speaking and the preparation of written reports.
  • Ability to establish and maintain effective working relationships with coworkers, governmental agencies, other departments and the general public.
  • Ability to capture and control vicious and dangerous animals.
  • Ability to handle and restrain large and small animals.
  • Skills to effectively use all animal capture equipment issued, including but not limited to: Ketch-All pole, Snappy Snare, and live animal traps.
  • Ability to deal effectively with the public especially during emotional and stressful situations.
  • Ability to handle diseased animals in a safe manner.
  • Ability to identify common animal diseases or disorders.
  • Ability to assess the temperament of animals.
  • Ability to clean and sanitize kennels.
  • Ability to understand and carry out complex oral and written instructions.
  • Ability to safely and humanely pick up and handle animals, alive and deceased, up to and over 100 lbs, with assistance when needed.
  • Ability to work indoors and outdoors in all weather conditions.
PHYSICAL REQUIREMENTS/ENVIRONMENTAL CONDITIONS:
Work is primarily performed indoors but requires moderate exposure to environmental changes (e.g., outdoor weather and/or field conditions, warehouses, garages, etc.) or irate customers, extreme noise, odors, fumes or airborne particles; dangerous animals, toxic and caustic chemicals, heights and/or dust.
This position requires some exposure or risk to physical health and/or physical safety (e.g., exposure to environmentally hazardous material, heavy equipment, etc.). This position may require the use of Personal Protective Equipment (PPE) and may include completing and successfully passing medical evaluations or clearances.
This position requires stooping, crouching, walking, pulling, lifting, grasping, hearing, visual acuity (i.e. seeing up close, seeing far away, depth perception), kneeling, reaching, pushing, talking, standing, climbing, finger movement, repetitive motions. This position requires dealing with animals, alive or dead, capturing, restraining, handling, lifting up to 100 lbs. and carrying up to 100lbs.
