JOB SUMMARY
The ACC Supervisor enforces animal control laws and County ordinances and supervises assigned personnel. Oversees the Animal Control Program and may assist with animal control budget. Develops policies and operating procedures for the department. Reports to Assistant Director of Planning & Code Enforcement.
ESSENTIAL JOB FUNCTIONS
- Oversees animal control program.
- Oversees vehicle care and maintenance.
- Determines work assignments and priorities and assures that assignments are completed in a timely and accurate manner.
- Supervises and schedules work for subordinate personnel.
- Prepares a rotation schedule for on-call assignments and responds to after hour emergency calls.
- Monitors and evaluates the performance of subordinate personnel.
- Counsels' subordinate personnel regarding job performance and documents in accordance with established procedures.
- Disciplinary action as needed.
- Establishes appropriate policies and procedures for division operation.
- Enforces animal control laws and county ordinances.
- Responds promptly and investigates complaints (reported by police/deputies) of vicious or diseased animals, stray or nuisance animals, animal abuse, sick, injured, stray, or trapped domestic and non-domestic animals, neglect, abandonment, and barking dogs.
- Explains ordinances regarding animal control to the public.
- Post signs and distributes flyers and pamphlets as appropriate.
- Receives and responds to customer inquiries and complaints by phone, email and in person, and provides a high level of customer service.
- Arranges for recovery of animals by owners or adoption of strays whenever possible.
- Arranges for veterinary care as needed.
- Euthanizes animals as appropriate.
- Quarantines animals for observation according to established guidelines.
- Inspects kennels as required to ensure proper treatment of animals.
- Investigates incidents involving dog bites or attacks.
- Patrols, captures, transports, and impounds domestic animals and non-domestic animals that are not appropriately restrained, vicious, injured or that are creating health/safety hazards as prescribed by City ordinances and the Texas Department of Health.
- Participates in capturing and impounding stray, diseased, or vicious animals using a variety of animal control devices and equipment including leash, muzzle, traps, and radio and tranquilizing equipment.
- Prepares reports regarding department activities such as impounded animals, number euthanized, number recovered by owners, number adopted, etc. and maintains records.
- Provides for the humane care and feeding of impounded animals; maintains the temporary holding animal impound facility and grounds in a safe and sanitary manner; ensures adequate food and water is dispensed daily; provides or obtains appropriate treatment for wounded/sick animals; clean facility and grounds on a routine basis.
- Testifies as necessary in abuse or attack cases.
- Establishes and maintains a variety of files, records, and reports regarding animal bites, quarantines, investigations, citations, and daily statistics.
- Accounts for funds collected as fees in accordance with established procedures.
- Requires regular and prompt attendance, plus the ability to work well with others and work well as a team.
- Performs other related duties as assigned.
- Employee may be required to work beyond normal business hours at night and/or on weekends.
MINIMUM QUALIFICATIONS & REQUIREMENTS
- Must have a high school diploma; or equivalent
- Have three (3) years of experience in the related field.
- Must have a current valid Class "C" Driver's License and be insurable
- Must be able to obtain the Basic Animal Control Officer License and Euthanasia Technician License within 1 year of employment.
- Applicant must pass pre-employment criminal background check and drug screen at City's expense.
- Must successfully complete Emergency Management and Incident Command Training within first three months of hire date
- Bilingual English/Spanish Preferred.

- Knowledge of animal control regulations, techniques, and enforcement.
- Knowledge of the principles of management and supervision.
- Knowledge of requirements for maintaining an animal shelter in a safe, clean, and orderly condition.
- Knowledge of County geography and street and road locations.
- Knowledge of the techniques of safe handling and maintaining the general welfare of animals.
- Knowledge of the principles of communication.
- Knowledge of modern office practices, procedures, and equipment.
- Knowledge of the principles and practices of bookkeeping and accounting.
- Knowledge of the work hazards associated with animal control.
- Ability to read, understand, and interpret codes, laws, regulations, policies, and procedures of animal collection, impoundment, quarantine, and disposal.
- Ability to establish and maintain effective working relationships with the public, public officials, and employees.
- Ability to supervise subordinate staff.
- Ability to deal with citizens in a courteous and pleasant manner.
- Ability to capture, secure, feed, care for, and transport domestic and non-domestic animals.
- Ability to establish and maintain a variety of records.
- Ability to account for money collected and manage departmental budget.
- Ability to operate a variety of tools, capture equipment, and related gear used for capture and securing animals.
- Ability to apprehend animals, including walking, running, crawling, etc.
- Ability to load/unload animals into truck and cages.
- Ability to lift 50 pounds, with or without an accommodation.
WORKING CONDITIONS/PHYSICAL DEMANDS
- Work involves frequent and recurring assignments requiring strenuous effort and endurance or quick reflexes to perform the work.
- Lifting, moving, and carrying on a continuous basis for extended periods of time.
- Regular travel (move) on foot or bicycle over rough terrain or barriers, or the potential need to subdue or restrain violent persons or animals.
