MUST:
Experienced Cost Analyst
Active Secret clearance required
4+ years of total experience
2+ years of experience in an acquisition program office or similar organization
Experience with program and budget scheduling
Bachelors Degree required
DUTIES:
Provide cost analysis and estimating support in developing cost models for estimating program resource requirements.
Provide subject matter expertise in developing and maintaining Automated Cost Estimating Integrated Tools (ACE-IT) cost models and files.
Assist in the development of cost estimates for work packages and Independent Government Cost Estimates (IGCEs).
Prepare recommendations for program objectives, operating schedules, resource requirements, and overall program plans to include DoD mandated documents such as the Cost Analysis Requirements Document (CARD), Program Office Estimates (POE), and Life Cycle Cost Estimates (LCCE).
Participate in program/budget scheduling and planning activities that involve formulating both broad and specific guidelines for planning program elements and sub-elements, including preparation of the Program Objective Memorandum (POM) and budget year documentation.
Provide expertise in analysis of Program Office contracts earned value management data and identify discrepancies, areas of ambiguities, and significant cost variations.
Assist the program teams preparing annual Procurement and Research, Development, Test and Evaluation (P&R) forms.
Prepare and support Program of Record Affordability Assessments with higher headquarters.
