EMS Cost Recovery Analyst (Management Analyst)
Albemarle County Fire Rescue
Full Time, 12 Months
Non-Exempt, Pay grade 31

Job Summary/ Objective:

This position performs complex professional and administrative work under the general direction of the Fire Rescue Chief of Staff. Good decision-making and high degree of accuracy is vital to this position. Incumbent will administer the County’s Emergency Medical Services (EMS) Cost Recovery Program and assist with the preparation of the department’s budget. Work involves responsibility to research, collect data, analyze, and publish information; direct oversight of the reconciliation of patient care information relative to the billing of ambulance transports; managing customer service calls related to patient accounts; overseeing the work of billing vendor; ensuring Medicare billing compliance; developing budget estimates for expenditures and revenues. Assignments involve administrative, operational, and organizational development activities; does related work as required.

  • None.
Essential Functions:
  • Serves as the department liaison for EMS billing vendor for billing processes, patient care information, data submission, and other billing needs. Also oversees relationship with vendor, including managing the competitive bid process and vendor selection, ensuring vendor compliance with contract, and managing timely payment to vendor.
  • Serves as department Health Information Portability and Accountability Act (HIPAA) privacy officer and compliance officer. This includes developing and enforcing policies related protecting personal health information (PHI) and ensuring compliance with HIPAA rules and regulations; conducting department training to ensure providers understand their role in HIPAA compliance; and conducting a HIPAA risk assessment for the department.
  • Recommends changes or improvements to EMS billing processes, policies, procedures, and work rules based on research of best practices for ambulance billing.
  • Ensures department compliance with all federal, state, and local laws and regulations related to EMS billing.
  • Receives, investigates, and responds to comments, questions, and/or concerns from the public pertaining to EMS billing services.
  • Collaborates with direct care patient providers regarding improvements to patient documentation.
  • Assists in the preparation and management of departmental budgets, particularly the EMS Cost Recovery program budget.
  • Demonstrates and follows the Albemarle County Pillars of High Performance as all County employees are stakeholders, who share leadership, ownership, and responsibility for the County's vision, mission, core values, and strategic goals.
  • All other duties as assigned.
Competency: Knowledge/ Skills/Abilities:
  • Thorough knowledge of generally accepted accounting principles, governmental accounting standards, banking, financial systems, and financial reporting.
  • Ability to work effectively on multiple priorities with strict deliverable timelines.
  • Strong computer skills in typical corporate software applications (Microsoft Word, Excel, PowerPoint, Outlook).
  • Ability to maintain confidentiality.
  • Excellent written and communication skills.
  • Ability to foster a cooperative work environment with multiple internal stakeholders (e.g. other divisions and departments).
Required Education and Experience:
  • Three to five years’ experience of progressively responsible work in business or public administration.
  • Ability to obtain and maintain Certified Ambulance Compliance Officer (CACO) certification.
  • Ability to obtain and maintain Certified Ambulance Privacy Officer (CAPO) certification.
Preferred Qualifications/Certifications:
  • Bachelor's degree in business, public administration, health care administration, or related field
  • Prior experience in Fire/EMS
  • Knowledge of basic HIPAA guidelines
Physical and Mental Requirements:
  • Work is typically performed in an office, computer room, and/or conference rooms.
  • Continuous ability to communicate by phone is necessary.
  • Regular use of keyboards, computers, etc. is necessary.
  • Regular contact is made with internal departments and senior persons at all levels of County government. Contacts are usually cooperative, however, require tact and diplomacy.
  • External contacts with vendor companies and other information services agencies are necessary.
  • Occasional need to perform urgent tasks to meet organizational deadlines.
  • Frequent work activity after normal duty hours and occasional weekend duties are necessary
Remote Work:

This position is eligible for a hybrid remote work schedule that is in compliance with the County’s Remote Work Policy and meets the operational and service needs for the position. All County staff must maintain residence within the Commonwealth of Virginia.

Salary Range:

The hiring range for this position is $29.13 - $32.20 per hour (approx. $60,599 - $66,977 per year.) Starting offer is based on applicable education beyond minimum requirements and internal equity. The position also provides excellent benefits including 12 paid holidays, paid vacation and sick leave, health insurance options with employer contribution, employer-paid life insurance, VRS retirement, and continuing education/training opportunities. This is a full time, FLSA exempt position. Internal candidates will receive pay adjustments in accordance with Local Government Personnel Policy, §P-60.
