Job description

Duties

Performs a combination of routing, multiple, and varying administrative assignments in support of office administrative programs, policies and procedures under the limited direction of a manager, project/program manager, team leader, or more experienced employee. Assists managers and other employees and/or may serve as a lead in the day-to day operations/activities of the office.

Provides management with accurate, timely and authoritative information and materials to enable decisions concerning all administrative matters. Demonstrates considerable independence in planning time and coordinates with a manager only when needed to prioritize assignments and utilize assigned resources.

Under the limited direction of a manager, project/program manager, team leader, or more experienced employee, provides administrative support for the Airport Improvement Program (AIP).

May provide recommendations and/or assist the manager in the development of procedures for establishing, operating, and assessing the effectiveness of administrative procedures; improvements to program, systems and processes; and implements control systems.

In accordance with instructions, policies, previous training, or accepted practices, performs various studies, such as spacemanagement, travel administration, overtime usage trends, leave usage, etc., with limited review by a higher level ormore experienced employee. Prepares administrative directives or revisions needed to implement recommendations.

Serves as focal point responsible for the monitoring and tracking expenditures from the operational budget. Prepares quarterly reviews and completes monthly budgetary requirements for review by a manager.

Serves as the Property Delegate responsible for maintaining accountable property records in property management system. Performs annual inventory and processes actions for approval by the Property Custodian.

Reviews and verifies employee time and attendance in the agency's timekeeping system and alerts manager of any discrepancies.

Tracks controlled correspondence including briefing papers, Congressional inquiries, and Freedom of Information Act requests. Ensures deadlines are met.

Maintains files in accordance with organizational and agency-wide policies and procedures.

Monitors and prepares appropriate documentation in support of procurement request for office supplies, materials, services and government leased vehicles as requested. Ensures appropriate levels of review and signature for approvals. Tracks requests from initiation to completion.

Assists management with distributions of calls for training. Tracks staff completion of mandatory training. Reports delinquencies to a manager of higher level employee.

Processes travel authorizations/vouchers in accordance with FAA Travel regulations. Tracks and provides updates to management team on travel estimates/expenditures for budgetary purposes. Validates accounting codes prior to manager approval.

Contacts typically are internal and external, with regular contacts among major subdivisions and LOB's/SO's, customers, and other external parties to share information regarding established agency policies and procedures, coordinates efforts and discuss the status of assigned projects and programs.

Established policies/procedures provide guidance for most assignments, but allow considerable discretion for incumbent to select the most appropriate approach(es) or recommend new approaches. Assignments often require new reviews of policies and precedents under the limited guidance of a manager or other employee.

Resolves most problems and work issued without the assistance of a manager, project/program manager, or team leader. Refers complex matters that require attention to a manager or more experienced professional.

Work is reviewed periodically, typically through status reports and at completion to ensure policy compliance and alignment with the requirements of projects and/or other work activities.

Qualifications

To qualify at the FV-F level, you must demonstrate in your application that you possess at least one year of specialized experience equivalent to FV-E, FG/GS-7/8 levels. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position. Specialized experience may include but is not limited to: Experience performing a variety of routine and complex administrative duties for an organization of professional/technical staff. Experience utilizing automated databases and computer software tools, such as Microsoft Word, Excel, or PowerPoint to document, reconcile, validate, and track tasks; and prepare a variety of materials, such as memos, briefing slides, talking points, agendas, etc. Experience interpreting administrative guidance to provide assistance to management and staff.
