This is specialized professional and administrative work focused on negotiating, developing, monitoring, and enforcing the contracts that regulate the use of Airport property. Work requires considerable judgment and initiative under the general direction of the Assistant Director of Airports, CFO. Work is directed and reviewed through the establishment of goals and subsequent evaluation of progress toward goal attainment.

- Develops and recommends to Airport leadership business terms that follow Airport and Federal policies for contracts providing for the use of Airport property or the provision of services to tenants and the traveling public.
- Leads negotiation of contracts and renewal options to establish location, rates, length of term, required capital investment, use rights, assignment of maintenance responsibilities, performance standards and allocation of risk.
- In consultation with City Law Department, prepares leases, agreements, permits, and supplemental agreements and reviews documents proposed by tenants.
- Implements, interprets, and manages contracts on a continual basis.
- Responds to prospective tenants and evaluates proposed property uses for consistency with policies and applicability to specific locations.
- Develops and maintains relationships within multiple tenant categories such as airlines, rental car operators, ground transportation providers, terminal concessionaires, aeronautical service providers, aviation support businesses and governmental agencies.
- Directs and manages terminal concession and advertising programs. This includes responding to developing industry trends and overseeing the Airport Concession Disadvantaged Business Enterprise (ACDBE) program.
- Periodically evaluates and proposes to Airport leadership any changes appropriate to the Airport Leasing Guidelines and the Airport Minimum Standards.
- Oversees lease compliance activities including inspecting of properties to confirm use and care consistent with contracts, coordinating maintenance requests, interpreting insurance certificates, facilitating transition of possession at lease start/end, addressing performance deficiencies, and completing contractual recordkeeping.
- Confers with Airport Business Development Manager on the marketing and promotion of vacant and development properties.
- Coordinates with Airport Engineering on the execution of tenant construction and improvement events.
- Prepares presentations for the Wichita Airport Advisory Board and/or Wichita Airport Authority regarding airport property activities.
- Coordinates and participates in special projects involving multiple divisions.
- Develops and maintains templates for contractual documents, forms, and communications.
- Supervises and evaluates exempt staff member responsible for lease compliance activities.

- Apply knowledge of airport agreement practices, principles of airport revenue generation, negotiation methods, contract law, and airport management practices as they pertain to property management in consultation with City Law Department.
- Apply knowledge of federal, state and local laws and regulations,airport policies and standard operating procedures.
- Effectively plan, organize, and implement plans to address property development/management activities.
- Effectively direct the work of subordinates to support the objectives of the property management function.
- Use best practice methods to research, evaluate and report findings.
- Communicate and listen clearly and effectively, both orally and in writing.
- Use a computer proficiently to access, interpret and record information across various software platforms.
- Willingly establish and maintain effective working relationships with associates, representatives of other organizations, City departments, and the public.
- Work additional hours as necessary to meet fluctuating workload demands.
- Completion of work assignments may require the operation of a vehicle and the mobility to visit available properties.
- Pass required federal security background investigation required by the DHS/Transportation Security Administration (TSA) to acquire and maintain airport security identification and access control media.
- Acquire and maintain a valid Kansas driver's license.
- Shall not pose a direct threat to the health or safety of other individuals in the workplace.
- Graduation from an accredited four-year college with a bachelor's degree required. A degree in business, pre-law, economic development, contract management or other related degree program preferred.
- Five (5) years of related experience in airport or commercial real estate, property management, contract management or as a paralegal preferred.
- Supervisory experience preferred.
- Credentials include the American Association of Airport Executives (AAAE) Certified Member (C.M.) preferred.
- Valid driver's license required
- Must be legally authorized to work in the United States without the need of a sponsorship.
