Introduction This is a position specific recruitment for the Maryland Department of Natural Resources, Chesapeake and Coastal Watershed. This recruitment will be used to fill current vacancies for the position and may be used to fill future vacancies in the same classification/function. Future vacancies may also be filled via other recruitments.

The resulting eligible list will be maintained for one year. GRADE 17 LOCATION OF POSITION 580 Taylor Avenue, Annapolis, MD (Anne Arundel County) Main Purpose of Job Under direction of the Administrative Program Manager II, this position serves as the Lead Procurement Officer for the Chesapeake and Coastal Service and is responsible for fiscal and administrative activities in the Chesapeake and Coastal Service. The incumbent reviews and approves all grant and contract actions using FMIS/ADPICS/ R*STARS including, but not limited to, Blanket Purchase Orders (BPOs) and Purchase Orders (POs) for the Unit.

The incumbent leads encumbrance review for the Unit. The incumbent trains administrative staff on proper preparation and submission of procurement items following established State and Unit policies and guidelines. This includes performing daily and long range administrative and operational activities related to Budget, Procurement, Personnel/Human Resources and various fund source management.

This position supervises daily operational functions for the Unit for Procurement, accounts payable and contract/grant processing and Travel as well as being the lead in telecommunications, Unit Corporate purchasing card operations and Unit Inventory and oversees portions of Fiscal Year closeout activities. Annually, the position is responsible for approval of Capital and Non-Capital procurement activities related to the Operating budget. The Capital budget is approximately $16M/year and the Operating budget is approximately $91M/year consisting of General Funds, (~$5M/year), Special Funds (~$62M/year), Federal Funds (~$23M/year) and Reimbursable Funds (~$2M/year).

$ 1,328,391. This position assists with administration of approximately $98M annually by reviewing and approving all procurement actions. The incumbent provides valuable input and direction to staff regarding development of procurement actions including sole source procurements and Invitations for Bids (IFBs) and Request for Proposals (RFPs).

POSITION DUTIES The Department of Natural Resources, Chesapeake and Coastal Service in Annapolis is currently accepting applications for an Administrator II. MINIMUM QUALIFICATIONS Education: Graduation from an accredited high school or possession of a high school equivalency certificate. Experience: Five years of administrative staff or professional work.

Notes: 1. Candidates may substitute 30 credit hours from an accredited college or university for each year up to four years of the required experience. 2.

Candidates may substitute the possession of a Bachelor's degree from an accredited college or university and one year of experience in administrative staff or professional work for the required experience. 3. Candidates may substitute the possession of a Master's degree from an accredited college or university for the required experience.

4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for- year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS Experience in private or public sector contract administration, purchasing and vendor management. Experience soliciting and managing contracts for various categories of goods and services. One (1) year of experience using a Financial Management Information System (FMIS).

Experience with bidding and purchasing procedures. Experience with governmental purchasing. LICENSES, REGISTRATIONS AND CERTIFICATIONS Employees in this classification may be assigned duties which require the operation of a motor vehicle.

Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
