In dependence on God, the aim of the Administrator for Human Resourcesis to whole-heartedly glorify Jesus Christ, by providing oversight for and development of the church’s Human Resources ministry, and by providing leadership and vision, encouragement and accountability, recruitment and training to church office staff, so that their aim will be to serve the Lord and His church through sacrificial deeds of joyful love. The Administrator shall maintain a Christian spirit of love and service toward the Bethlehem and CityJoy staff, congregation, and those we serve, in accordance with the church’s vision and philosophy of ministry.
RESPONSIBILITIES
Human Resources
Daily:
- Keep employee files and records (paper and database) up-to-date.
- Help employees with changes to their personal information, pay or benefits.
Monthly:
- Oversee the 403b plan for BBC and its partners.
- Correspond with OneAmerica and 401k Plan Professionals; provide any information or complete any tasks requested.
Annually:
- Review annual rollovers for staff (vacation, Minneapolis mandated sick time). Confirm what was earned and lost. Apply changes resulting from seniority dates or benefit negotiations. Remind employees in fall to use what they cannot carry over.
- Assist with the preparation of performance conversations.
- Update job descriptions.
- Oversee open enrollment.
- Create annual holiday schedule and notify staff.
- Create annual pay period schedule and notify staff.
- Review and update the employee handbook.
As Needed:
- Help to educate staff on our Human Resource processes.
- Help employees update or enroll in benefits as they become available.
- Employment verifications.
- Coordinate employee recruiting and onboarding.
- Coordinate with other organizations sharing our benefits
- Assist with continued development of employee handbooks, and policies and procedures manuals.
- Assisting with the orientation and training of new staff, including training on systems such as Tallie and Paycor.
- Recommend new systems and procedures, and/or best practices as appropriate.
- Work with Department Heads and Pastors to ensure that HR policies are maintained and enforced, and that HR standards are upheld.
Payroll
Daily:
- Download and/or update deductions and benefits worksheets.
- Assist employees with deduction and benefit changes.
- Maintain payroll employee database.
Biweekly:
- Process payroll.
- Prepare check requests for deductions and benefits.
Monthly:
- Reconcile monthly benefit statements.
As Needed:
- Provide retirement information and reports as needed.
- Provide other information and reports as requested.
- Assist employees with workers compensation claims.
- Complete workers compensation payroll audits.
Other Responsibilities
- Serve as staff representative for the Helping Hand Committee.
- Maintain awareness of human resource trends, best practices, and legal issues.
- Carry out such other duties as may be assigned by the church from time to time.
Supervisory Responsibilities:
- As a supervisor, the Administrator for Human Resources will understand that all employees and volunteers are valuable co-laborers in the gospel.
- As a supervisor, the Administrator for Human Resources will be quick to listen, patient, and understanding of others as they set an example for gospel-centered peacemaking.
- As a supervisor, the Administrator for Human Resources will exercise integrity in all circumstances, setting an example for other staff members.
- As a supervisor, the Administrator for Human Resources will be fair and consistent in their judgments and faithful to see disagreements and conflicts through to the end in the interest of keeping short accounts.
QUALIFICATIONSGodly Character
- Meet the spiritual and character qualifications of deacon as found in 1 Timothy 3:8–13 and to exhibit the fruit of the Spirit as found in Galatians 5:22.
- Model servant leadership and exhibit a helpful, joyful attitude.
- Sustain a vital, growing relationship with the Lord through personal and corporate worship, study of God’s Word, prayer, and regular, ongoing fellowship with believers.
- Seek to undertake duties in the power of the Holy Spirit, undergirded with prayer, guided by the Scriptures, and manifesting the character of Christ for the glory of God.
- Understand, endorse, and teach, without reservation, the church’s biblical and theological teaching as expressed in Bethlehem’s Elder Affirmation of Faith.
Church Member
- Be a member in good standing of Bethlehem Baptist Church or, if not a member when called to the church, become a member as soon as possible, ideally completing the membership process within three (3) months of the date that employment begins.
- While ensuring first loyalty is to God and the Word, support the leadership of the church generally and specifically for one’s area of ministry. Strive to maintain positive and fruitful relationships with other Bethlehem employees, members, and leaders. While concerns or differences of opinion may arise, all employees will communicate in a biblical manner and abide by appropriate supervisory direction and any final determinations of the Council of Elders.

- A working knowledge of Human Resources best practices, including applicable laws and regulations that pertain to ministerial employment.
