Job Description
TThe mission of the New York City Police Department is to enhance the quality of life in New York City by working in partnership with the community to enforce the law, preserve peace, protect the people, reduce fear, and maintain order. The NYPD strives to foster a safe and fair city by incorporating Neighborhood Policing into all facets of Department operations, and solve the problems that create crime and disorder through an interdependent relationship between the people and its police, and by pioneering strategic innovation.
The Forensic Investigations Unit (FIU) is comprised of the following subcommands: Crime Scene Unit, Police Laboratory Latent Print Section, OCME Liaison Unit, and the administrative staff coordinating the work of all of me subcommands. The Crime Scene Unit responds to scenes of homicides, rapes and sexual assaults, motor vehicle crashes involving deaths, and fires involving deaths to collect evidence. The Police Laboratory accepts a wide variety of evidence for analyses. Some of the types of evidence submitted to the Police Laboratory are: possible controlled substances for identification; firearms and ballistic evidence for testing and examination items recovered at scenes to examine for prints. DNA and trace materials that will help answer questions about what took place at the scene of a crime. Evidence may be processed for the presence of latent prints, swabbed to remove and safeguard possible DNA, examined for hairs, fibers, paint, gunshot residues, footwear impressions, ignitable liquids; examined to perform comparisons of handwriting, tape, and plastic bags. The Latent Print Section receives possible latent prints to evaluate and compare to known prints from people in the fingerprint databases to try to identity possible suspects and build cases for prosecution and conviction of defendants. The OCME Liaison Unit coordinates the submission of evidence from the Police Department to the Office of Chief Medical Examiner Forensic Biology (DNA) Unit.
The New York City Police Department, City of New York (NYPD), seeks a full-time Administrative Procurement Analyst in the Forensics Investigation Division - Budget and
Procurement Unit reporting directly to the Executive Director the Forensics Investigations Unit is comprised of four sub-commands; Crime Scene Unit, Police Laboratory, Latent
Print Section, and DOME Liaison Unit. The successful candidate will develop, review, and approve specifications for formal & requirements contracts. Develop and review contract addendum; develop contract responsiveness and responsibility determinations; participate in contract negotiations, review vendor prevailing wage requirements and wage categories in each contract, develop contract funding needs and justifications. participate/assist in contract development conferences coordinate pre-proposal and contract meetings, track/report WI formal contract procurement progress. Expedite development of projects, establish project time & cost schedules, review project scope and availability of funds for the FIU. The successful candidate will review and approve contract specifications before advertising, to ensure conformity to the agency's requirements and federal/state/city mandates as well as approve recommendations for contract awards, modifications, emergency purchases and extensions of time on contracts.
Qualifications
1. A baccalaureate degree from an accredited college and four years of full-time satisfactory professional experience in purchasing, procurement, contract administration or a related field, at least eighteen months of which must have been in an administrative, managerial or executive capacity or supervising professional personnel performing duties in one or more of the above fields; or
2. A combination of education and/or experience equivalent to "1" above. However, all candidates must have the eighteen months of administrative, managerial, executive or supervisory experience described in "1" above.
Possession of an acceptable professional procurement certification may be substituted for up to one year of the experience described in "1" above. However, all candidates must have the eighteen months of administrative, managerial, executive or supervisory experience described in""1" above.
