POSITION TITLE: Manager, Accounting ("New")
SALARY RANGE: $3,663.87 to $5,413.20 Bi-weekly
$95,260.62 to $140,743.20 Annually
REPORTS TO: Director, Budget & Finance/Administration
LOCATION: San Leandro, CA
DUTIES: Under the general direction of the Director, Budget & Finance/Administration, manages a team of staff to administer payments and vendors information processing. Reviews complex payment transactions and assists in implementing new policies and procedures for new transactions.
RESPONSIBILITIES:
1. Supervises the vendorization of new vendors, vendor's rates set up, updates, and file management.
2. Supervises Support Living Services (SLS) processing and retro rate calculation and payments.
3. Supervises the processing for Self-determination program (SDP) transactions, including implementing new procedures related to SDP processing.
4. Oversees the processing of new or unique purchase of services ("POS") transactions, creating and implementing new procedures.
5. Handles special vendor's payments related to court order or fair hearing judgments.
6. Acts as back-up to POS manager and supervises POS staff as needed.
7. Interviews, hires, trains, schedules, supervises and evaluates staff. Establishes standards of work performance for such staff.
7. Responds to vendors' audit confirmation of receivable balances.
8. Reviews POS and E-billing procedures and internal controls, and revises as necessary.
9. Assists independent or governmental auditors in conducting annual and/or periodic audits.
10. Work closely with other departments as required to facilitate efficient and effective operations.
11. Performs other duties as assigned.
MINIMUM QUALIFICATIONS:
1. BA/BS in Business Administration with major in Accounting or Finance preferred, or 5 years RCEB or other regional center experience in a senior accounting position.
2. 3 years of supervision experience in training, supervising and evaluating staff preferred.
3. Knowledge of computerized programs including MS Office Suite, with a strong proficiency in MS Excel.
4. Excellent oral and written communication skills.
5. Experience in creating and implementing policy and procedures.
6. Ability to work both independently and as part of a team.
7. Demonstrate cultural awareness and sensitivity and an ability to work effectively with culturally diverse populations.
