Introduction GRADE 19 LOCATION OF POSITION MDH/Office of Health Care Quality, Columbia, Maryland Main Purpose of Job The Office of Health Care Quality (OHCQ) is the agency within the Maryland Department of Health (MDH) that is charged with determining compliance with State licensure and federal certification requirements in forty-seven (47) types of health care facilities and community-based programs. Within OHCQ, this position will be responsible for planning, coordinating and overseeing fiscal services. This position will supervise and plan the technical work of Advanced Accountants, along with an Administrative Officer II.

This position will prepare the annual State and federal budget requests, as well as ensure that the compilation of budget-related fiscal data gets completed by program staff members. Such data will then be presented to OHCQ management staff members. Additionally, this position will monitor expenditures through the preparation of projections which are presented to program and management staff members, with recommendations included.

Furthermore, this position will be responsible for modifying and implementing manual and automated systems, in accordance with generally accepted accounting principles. This position will also be responsible for the fiscal year-end closeout, including reviewing, approving and analyzing fiscal reports in order to meet funding source requirements. This position will be expected to keep management advised of OHCQ's fiscal status.

To add on, this position will formulate and implement fiscal policies and procedures, as directed by State, federal, and department funding laws. Finally, this position will be responsible for overseeing all aspects of OHCQ's small procurement processes, including the procurement of equipment; services; construction; supplies; information technology; and other OHCQ needs. Such needs must be obtained through various procurement methods and require procurement technical interpretation, instruction, guidance, and assistance to OHCQ, in accordance with State laws and regulations.

This job classification is designated by the Secretary of Budget and Management as being eligible to telework. This is a hybrid telework position where work hours may be performed from a State or remote work site, based on the agency's needs. MINIMUM QUALIFICATIONS Education: A Bachelor's degree in Accounting from an accredited college or university, including or supplemented by three credit hours in Auditing.

Experience: Five years of experience examining, analyzing and interpreting accounting systems, records and reports by applying generally accepted accounting principles, including three years of experience performing advanced duties in the areas of Cost Accounting, Systems Accounting, Federal Fund Accounting, or Bond and Loan Accounting. Notes: 1. Candidates may substitute a Bachelor's degree from an accredited college or university, with thirty credit hours in Accounting and related courses, including or supplemented by three credit hours in Auditing, for the required education.

2. Applicants who have met the requirements for admission to the CPA examination prior to July 1, 1974 will be considered to have met the educational requirement referenced above. 3.

Possession of a certificate as a Certified Public Accountant, or a Master's degree in Accounting from an accredited college or university, may be substituted for one year of the required general accounting experience. 4. Applicants may substitute one year of professional auditing experience for one year of the required general experience.

5. Candidates may substitute U.S. Armed Forces military service experience as a Commissioned Officer in the Accounting Officer classification or Financial Management specialty codes in the Accounting field of work, on a year-for-year basis, for the required experience and education.

DESIRED OR PREFERRED QUALIFICATIONS The desired candidate should have professional accounting experience for the Maryland State Government. The desired candidate should also have experience supervising Accountants, as well as experience with- and knowledge of- procurement within the Maryland State Government.
