General Responsibilities Summary
Provides financial management assistance to the Finance Department by performing the following essential functions in accordance with Generally Accepted Accounting Principles (GAAP) and the Governmental Accounting Standards Board (GASB).
Essential Functions
The list of essential functions is not exhaustive and may be supplemented as necessary. Other duties may be assigned. Regular and predictable attendance and punctuality are essential functions of this position.
Accounting: prepares financial statements; reconciles bank and investment accounts monthly; prepares journal entries; reviews and maintains general and subsidiary accounts; performs account analysis and prepares assigned reconciliations on a monthly basis; prepares audit reconciliations and work papers; prepares various financial reports using accounting software;
Community Development Accounting Functions: approves payments and journal entries; reconciles accounts; prepares adjusting entries; prepares progress reports; prepares Grantee Performance Report and quarterly cash reports; balances financial records using HUD IDIS system.
Administration: Assists the senior accountant in managing claims for vehicle and property insurance and maintaining city asset listings.

Bachelor's degree from an accredited university or college in Accounting or Finance and two years related experience; or an equivalent combination of education and experience.

SUPERVISORY CONTROLS:
The supervisor sets the overall objectives and resources available. The employee and supervisor, in consultation, develop the deadlines, projects, and work to be done. The employee is responsible for planning and carrying out the assignment; resolving most of the conflicts which arise; coordinating the work with others as necessary; and interpreting policy on own initiative in terms of established objectives. The employee may also determine the approach to be taken and the methodology to be used. The employee keeps the supervisor informed of progress, potentially controversial matters, or far-reaching implications. Completed work is reviewed only from an overall standpoint in terms of feasibility, compatibility with other work, or effectiveness in meeting requirements or expected results.
SUPERVISORY RESPONSIBILITY:
None.
COMPLEXITY:
The work typically includes varied duties requiring many different and unrelated processes and methods such as those relating to well-established aspects of an administrative or professional field; decisions regarding what needs to be done include the assessment of unusual circumstances, variations in approach, and incomplete or conflicting data; the work requires making many decisions concerning such things as the interpreting of considerable data, planning of the work, or refining the method and techniques to be used.
GUIDELINES:
Guidelines are available, but are not completely applicable to the work or have gaps in specificity; the employee uses judgement in interpreting and adapting guidelines; the employee analyzes results and recommends changes. The employee sometimes makes decisions that affect persons or situation beyond the scope of his/her own tasks, such as assisting customers or problem solving for customers.
The benefits below are for authorized full-time, non-uniformed employees. (Uniformed employees are sworn Police and Fire Department personnel.)
Holidays - Twelve (12) paid holidays per year.
Insurance - 100% premium payment for employee health insurance, 75% paid health insurance coverage for dependents; paid life insurance.
Worker's Compensation - Coverage is provided for each employee for medical bills and work time lost due to on-the-job injuries.
Longevity Pay - After completing a full year of employment with the City of North Little Rock, an employee is granted longevity pay at the rate of $5.25 per month times the number of years employed.
Vacation - Accrual begins with date of hire with eligibility to use accrued vacation leave after six months of service. Vacation may be accumulated to a maximum of 30 days. Vacation is calculated:

Sick Leave - All full-time, regular, non-uniformed employees earn twenty (20) sick leave days annually with unlimited accumulation.
Discretionary Leave - Employees with two or more years of continuous service on January 1 of each year are granted 16-48 hours discretionary leave during that year, depending on length of service.
Retirement Plan - Mandatory and contributory, begins immediately.
