The full-time Account Clerk - Billing Specialist, is responsible for providing support to the Behavioral Health programs by maintaining provider credentialing, coordinating client intake, and preparing client statements. Will monitor the status of all client accounts, outstanding claims/invoices, write-offs, and report this information to Agency Leadership on a regular basis. The Billing Specialist is responsible for administering the agency's use of the Tax Refund Interception Program and reporting client data to the State of Wisconsin as required.
Starting pay is $18.08- $20.02 depending on qualifications.
ESSENTIAL DUTIES AND RESPONSIBILITIES include the following:

  • Process client paperwork for intake including financial information and determining Ability to Pay
  • Coordinate payment arrangements with clients as needed
  • Prepare and mail client statements monthly
  • Respond to client account questions
  • Maintain client account balances and transaction history.
  • Update rates in EchoVantage annually to match the agency fee schedule
  • Produce reports detailing billable and productive time, along with other billing related reports as requested by the Fiscal Supervisor or Program Supervisor.
  • Prepare and mail invoices for the Children, Youth, and Families unit delinquency fees monthly
  • Monitor and track account write-offs and report regularly to the Fiscal Supervisor, Agency Management, and Director.
  • Administer the agency's use of Tax Refund Interception Program (TRIP). Ensure required documentation is on file prior to enrollment. Enroll outstanding accounts into TRIP in compliance with Department of Revenue requirements. Monitor accounts in TRIP and update records as necessary. Answer all questions related to accounts submitted to TRIP.
  • Complete credentialing applications as needed to credential providers with insurance companies
  • Maintain provider rosters for each insurance company
  • Maintain and provide current credentialing lists to program staff as needed
  • Other duties as assigned by the Fiscal Supervisor

QUALIFICATIONS
To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or ability required.
EDUCATION and/or EXPERIENCE
Associate's Degree in Medical Billing or Accounting, and/or 2 years of experience in healthcare billing and collection practices. Experience working with patient billing is preferred. Behavioral Health Outpatient billing experience preferred. Working knowledge of medical billing systems is preferred;
LANGUAGE SKILLS
  • Ability to effectively communicate orally and in writing to clients, insurance companies, co-workers and other professionals.
  • Ability to create and maintain easy to understand reports and charts.
  • Ability to create easy to understand procedures and directions for clinical staff.
  • Required to consistently communicate effectively and professionally with Green County citizens, clientele, families/guardians, law enforcement, medical staff, school officials, legal partners, employees, and government officials, both orally and in writing.

MATHEMATICAL SKILLS
  • Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals.
  • Ability to compare, count, differentiate, measure and/or sort data and information.
  • Ability to classify, compute, tabulate, and categorize data.

REASONING ABILITY
  • Ability to apply common sense, professional aptitude to problems and situations when dealings with individuals.
  • Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.
  • Ability to analyze data and information using established criteria, in order to define consequences and to consider and select alternatives.

  • While performing the duties of this job, the employee is regularly required to sit, bend, use hands to finger, handle, or feel, talk and hear. Some reaching is required with hands and arms. The employee is occasionally required to stand, walk, stoop, kneel or crouch.
Ability to operate a variety of office equipment including personal computer, telephone, etc.
