ESSENTIAL FUNCTIONS
- Provides customer service to internal and external customers on a daily basis. This includes greeting, receiving, and screening visitors and customers, addressing and resolving customer questions as able, and referring complex inquiries, requests, or complaints to appropriate staff.
- Enters election precincts, candidates, and contests for all Federal, State, County, Municipal and School District races into election database.
- Assists the County Clerk with ballot production, newspaper notices, ballot proofing, correspondence, and reports relevant to election process.
- Oversees the coding of election software and burning of memory sticks for distribution to Municipal Clerks.
- Requires work on election night to compile election results and enters data into election tabulation and canvass programs. Posts election results to website and distributes results to media, etc.
- Works with County Clerk to prepare training materials for Municipal Clerks.
- Prepares County Board and County Constitutional Officers election packets and works directly with candidates on filing all required time sensitive documents.
- Maintains retention of records in order to meet requirements established by Wisconsin State Statute, County and Department policies.
- Provides clerical services to County Board Chairman and County Board Supervisors. Assists with any request they may have for correspondence, copies, etc.
- Serves as webmaster for County Clerk’s Office, Dodge County Election Information, County Board of Supervisors, and Dodge County committees under county guidelines.
- Ensures timely posting of County Board and County Committee meeting schedules, agendas, minutes, packets, county resolutions and ordinances both on website and physical posting. Monitors weekly calendar to ensure agendas are filed in accordance with open meeting laws.
- Images and files all County Board and County Board committee agendas and minutes.
- Works with County Clerk, County Board Chairman, and Corporation Counsel in preparation of monthly County Board meeting agenda materials. Attends all County Board Supervisor meetings to record minutes and operate voting equipment. Compiles County Board proceedings and media publications.
- Coordinates County Board and Committee meeting per diem and mileage reimbursements by working with the Finance Department and County Board Chairman as needed.
- Issues marriage licenses in accordance with Wis. Stat. 765. Determines if statutory criteria is met to issue valid legal document based on review of required documentation. Administers oath and collects fees.
- Reviews and processes library reimbursement requests.
- Reviews and processes historical society grant requests forms and initiates payment process using County financial system.
- Issues/sells Department of Natural Resource licenses, and work permits ensuring all required documentation is present.
- Sells plat books over the counter and by mail.
- Facilitates annual dog license processes and produces annual dog tag report as required by State of Wisconsin.
- Assists County Clerk with the preparation of department annual budget and Official County Directory.
- Balances cash drawer on a daily basis.
- Performs the duties of the County Clerk during their absence.
- Assists other Department personnel during peak period of work or for absences.
- Other duties as assigned.
REQUIRED JOB COMPETENCIES
- Knowledge of Wisconsin Elections Law.
- Knowledge of Wisconsin Open Meetings Law and Open Records Law.
- Knowledge of Wisconsin Marriage License laws.
- Ability to establish and maintain accurate records of assigned activities and operations.
- Ability to interpret and implement local policies and procedures; written instructions, general correspondence; Federal, State, and local regulations.
- Skill in organizational and time management to prioritize duties to accomplish a high volume of work product while adapting to constant changes in priority.

- Ability to work the allocated hours of the position and respond after hours as needed. This position requires evening work at least one night per month.
PHYSICAL AND WORK ENVIRONMENT
- This work requires the occasional exertion of up to 25 pounds of force; work regularly requires sitting, frequently requires standing, speaking or hearing, using hands to finger, handle or feel and repetitive motions and occasionally requires walking, stooping, kneeling, crouching or crawling and reaching with hands and arms.
- Work has standard vision requirements.
- Vocal communication is required for expressing or exchanging ideas by means of the spoken word.
- Hearing is required to perceive information at normal spoken word levels.
- Work requires preparing and analyzing written or computer data and observing general surroundings and activities.
- Work is generally in a moderately noisy office setting.
Experience
Required- Must complete Vital Records (SVRIS) training within six (6) months from date of hire.
- Must complete Voter Registration System (WisVote) training within six (6) months from date of hire.
- 3 year(s): Experience in a office setting providing customer service. Equivalent combination of education and experience which provides necessary knowledge, skills, and abilities may be considered.
- Local government elections experience.
- Experience in municipal clerk’s office.
