Form of workD3 Air & Spcae Operations has an opening for a Command Center Controller at Langley AFB, VA. Responsible to ACC/A3O as a direct representative of the commander and serves as the sole agency responsible for executing Command Center-related Command and Control activities. The Command Center serves as one of the core functions of Headquarters Command and Control construct.
The Command Center is a full-time, 24/7 Command and Control node, directly responsible to commander(s) and serves as the focal point of operations, including the receipt and dissemination of orders, information, and requests necessary for the Command and Control of assigned units, personnel and operations. The ACC Command Centers direct/exercise Command and Control of MAJCOM resources. Within the MAJCOM, Command and Control structure, the ACC Command Center is authorized to communicate command (CJCS, Combatant Command [CCMD], USAF, or MAJCOM) directions to operational organizations.
However, there are instances where CJCS or CCMD direction is communicated directly to the Air Force Component Headquarters, Air Operations Center, and HQ Air Force (AF Watch). The ACC Command Centers originate command directions, oversee status and location of MAJCOM resources, and manage commander-directed reporting. The governing guidance for the ACC Command Centers operations are AFMAN 10-206, AFMAN 10-206/ACC SUP; AFMAN 10-207, and AFMAN 10-207/ACC SUP.
The Contractor shall: Provide accurate, effective, and timely status of command and control operations to include reporting as requirement by AF guidance to leadership. Conduct Secure voice equipment tests. Accomplish communication checks with another unit after each change of keying material or at least weekly for each secure voice telephone system.
Report any discrepancies to the appropriate agency and document work order/trouble ticket information on the shift changeover briefing and daily events log. Perform daily security checks. Controllers will conduct daily security checks, IAW AFMAN 17-1302-O.
Controllers will annotate actions on the Standard Form 701, Activity Security Checklist, and report any discrepancies to the security manager. Review status of open reports. Controllers will check the status of any open OPREP or CCIR reports.
Conduct Command Center duress alarm test. Test each Command Post duress alarm weekly and report any discrepancies to the appropriate agency. Complete the Command Center Daily Events Log.
The purpose of the Command Post daily events log is to serve as an official, continuous record of events affecting the unit or functions of the Command Center. Because Command Posts require the ability to reconstruct the events, which occur on any given day, events logs are required for each 24-hour Zulu period. Event logs will open the daily at 0001Z and close it at 2359Z Adhere to recurring training standards IAW AFMAN 10-207, to include monthly scenario training, Emergency Actions (EA) tests.
Maintain separate events logs for exercises and real world daily events and ensure EXERCISE is clearly marked as at the top and bottom of exercise logs The shift controller will complete the Shift Changeover Checklists to ensure oncoming controllers will complete all required actions prior to assuming duty, including, at a minimum, the following items: Review and ensure all Controller Information File items are initialed. Review current-day and previous Events logs since controllers last shift. Review incoming and outgoing messages in NIPR/SIPR inbox.
Contractor must direct all non-checklist issues to the Command Centers NCOIC or Superintendent. Conduct a Communications Security material inventory by physically identify, inventory, and document equipment and systems, as required. Conduct necessary meetings (via phone teleconferences, video teleconference or group meetings) across ACC staff/Directorates, NAFs, Wings/Dets/OLs, and Air Staff/outside agencies (as necessary).
Conduct, reporting retrieval and analysis with ACC units and other MAJCOMs. Apply command and control technical knowledge to assist in informing, executing, and completing OPREP(s) and or CCIR(s). Oversee unit compliance with established reporting milestones and any directives and instructions.
Provide briefings actions/events as requested by HAF, COMACC, ACC/A3, and ACC/A3O dealing with special interest items. Manage and administer command and control reporting tracking system and/or SharePoint. Review and provide guidance or inputs on of units with applicable units.
