Salary offers are based on the candidate's equivalent experience and internal equity with other employees within the same job classification.


Currently seeking a candidate having a strong background in residential building construction and codes.
This position is officed out of Pima County Development Services located at 201 N Stone, Tucson, Arizona (Work assignments may vary depending on the department's needs and will be communicated to the applicant or incumbent by the supervisor.)
Inspects commercial and residential structures and regulated equipment for compliance with permitted activities and County and industry general and specialized standard codes;
Reviews plans, specifications and related technical materials to determine compliance with applicable permits, codes and industry standards;
Schedules and documents daily inspection activities;
Issues compliance notifications for approved sites;
Identifies and documents defects or deviations from permitted or code-required construction activities, issues rejection or correction notices, performs follow-up inspections to verify corrections and completes reports;
Consults with contractors, property owners and construction-permit holders to assist them with general code compliance and in resolving defects and deviations from permitted activities and applicable codes and standards;
Identifies discrepancies, potential conflicts and recommended changes to building codes, laws, statutes and standards for management attention and decision;
Prepares routine, recurring and special reports for management;
Participates in provision of training to staff in technical areas related to inspections;
Operates and performs operator-level servicing of assigned vehicles.
KNOWLEDGE & SKILLS:
Knowledge of:
  • County building and related codes, laws, statutes, ordinances and construction industry standards;
  • construction permitting processes;
  • stages of construction for optimal detection of defects or deviations from permitted activities and codes and standards;
  • industry-standard building construction practices, methods and materials;
  • principles and techniques of review and evaluation of construction plans and related technical data for compliance with codes and standards;
  • County information and reporting systems;
  • principles and techniques of staff training.
    Skill in:
  • interpreting and applying County building codes, laws, ordinances, statutes and construction industry standards;
  • analyzing construction plans, specifications and associated technical data for compliance with codes and standards;
  • detecting and documenting defects and deviations from permitted construction activities and codes and standard;
  • communicating effectively;
  • training staff in technical aspects of building inspections;
  • preparation of routine, recurring and special reports for management;
  • operating and performing operator-level servicing of assigned County vehicles.

(1) Five years of experience as a contractor, engineer, architect, Building Inspector or as a superintendent, foreman or mechanic in charge of construction.

OR:

(2) Three years of experience in a public-sector building inspection/enforcement setting as a Codes Enforcement, Building or Plans Inspector and current International Codes Council (ICC) certification as a Residential Combination Inspector.

Preferred Qualifications: (Be specific in describing your experience in your application. Ensure the descriptions provided illustrate your competencies, specifically addressing the required and preferred qualifications.):
  1. ICC certifications as a combination Building Inspector or related certifications.
  2. Experience with application of building codes.
  3. Experience with structural engineering principles to include load paths.
  4. Experience with Microsoft Office products.
  5. Experience with GIS and inspection software.
  6. Experience with zoning/grading regulation.

Selection Procedure:

Pima County Human Resources Department reserves the right to admit to the selection process only those candidates that meet the minimum/desired qualifications. All applications will be assessed based on an evaluation of the listed education and experience. Candidates meeting the minimum/desired qualifications may be further evaluated/scored against any advertised Preferred Qualifications. The hiring authority will interview and select the successful candidate from a referral list provided by Human Resources. Additional assessments/testing may be required as part of the selection process.

Licenses and Certificates: Valid driver license is required at time of application.Valid AZ driver license is required at time of appointment. The successful applicant will be subject to a 39-month DOT Motor Vehicle Record review to determine applicant's suitability to operate county vehicles in accordance with Pima County administrative procedures. Failure to obtain and maintain the required licenses and certifications shall be grounds for termination. Any offer of employment resulting from this recruitment is contingent upon Fleet Services' review and approval of the candidate's driving record. All positions require an ICC Inspection-related certification prior to completion of initial/promotional probation. All positions require a valid Arizona Class D driver license at the time of application. Failure to obtain/maintain the required certification/licensures shall be grounds for termination.

Physical/Sensory Requirements: All positions require the ability to work outdoors in the extremes of heat, cold, inclement weather, with exposure to dust, dirt, wind, construction activities and materials and to traverse rough terrain.
