GENERAL DESCRIPTION OF POSITION

Performs field on-site inspections and technical work with overall responsibilities in the areas of building inspection, plan review, code enforcement, and public education. Examines plans and specifications for commercial, industrial, multi-family projects, residential single-family homes, duplexes, and townhouses to determine compliance with the provisions of the City's building, mechanical, electrical, and plumbing codes and accessibility ordinances. Ensures compliance with current building codes, ordinances, local, State and Federal regulations and laws related to assigned activities.

SUPERVISION RECEIVED

Work is performed under the general supervision and direction of the Building Official or designee who reviews work through performance reviews and conferences.

EDUCATION AND EXPERIENCE
  • Graduation from high school diploma or GED equivalent.
  • Three (3) to Five (5) years of experience as a Building Inspector or Plans Examiner and/or in general construction and related fields.
  • ICC certifications as a Residential Building Inspector, Commercial or Combination Building Inspector and/or Plans Examiner desired. Must have the ability to obtain certifications within 12 months of employment.
  • Any equivalent combination of education, experience and training which demonstrates the knowledge and experience to perform the work.

SPECIAL REQUIREMENTS
  • Valid Arizona Driver's license or ability to obtain one prior to employment.
  • Pursue continuing education, training and experience to obtain additional certifications applicable to position and enhancing capabilities to continued performance of job responsibilities.

  • Performs code compliance inspections of new and existing industrial, commercial, and residential buildings and property during various stages of construction, remodeling, alterations, repairs and demolition to ensure compliance with applicable current codes, ordinances, local, State, and Federal laws and agency regulations. Works with developers, architects, and contractors to correct non-compliance and resolve issues.
  • Examines plans and specifications of buildings and facilities to be constructed in the City of Kingman and researches alternative building construction methods and materials.
  • Identifies defects or inadequacies; prepares plan check correction reports and requires that plan corrections be made to meet the requirements of applicable City codes.
  • Responds to inquiries and confers with architects, engineers, contractors, staff and the public on the codes, inspections, inspection schedules, and compliance paths and provides information, in a timely manner, to such inquiries.
  • Provides technical assistance related to City Codes to homeowners, real estate agents, drafters, architects, and engineers through communication at the Permit Counter, emails, and telephone calls.
  • Conducts field inspections to determine engineering integrity or proper installation of unusual designs, materials, and equipment and coordinates solutions and requirements with building inspectors.
  • Coordinates inspection activities with other city departments and divisions.
  • Documents inspections, violations, and maintains all records, including inspection reports and correspondence with affected parties, on compliance efforts.
  • Compiles information, prepares and maintains plan review, inspection, and permit records and related databases accurately and in a timely fashion. Presents oral and written reports as required.
  • Maintains records of Building and inspection activity and completes related reports. Issues permits as appropriate.
  • Assists in resolving complex and sensitive customer service issues, either personally, by telephone or in writing.
  • Maintains records and documents of customer service issues and resolutions.
  • Researches new Building and construction methods, materials, and codes to stay current in field.
  • Attends and gives witness at State Registrar or Contractors hearings as directed by the Building Official.
  • Works independently in the field and is responsible for decision-making requiring discretion, judgment and familiarity with laws, codes, ordinances, regulations and standards.
  • Performs work in accordance with safety policies and procedures.
  • Communicates and acts in a professional manner with the public, co-workers, and work contacts. Maintains harmonious relationships and provides excellent customer service.
  • As training and certification applies, this position is subject to call in/call back to support the operational needs of the department.
  • Performs all work duties and activities in accordance with City policies and procedures; follows safety policies and practices, works in a safe manner, and immediately reports unsafe activity and conditions to supervisor(s).

PERIPHERAL DUTIES
  • Assists in administering the permitting function, including application processing, fee assessment and collection, and permit issuance.
  • Assists in supervision and training of new employees.
  • Assists the Board of Appeals as needed, providing required information.
  • Assists other departments on difficult or unusual code requirements for major projects.
  • May serve on various employee or other committees as assigned.
  • Attends continuing education classes as required.
  • Performs related duties and special projects as assigned.
