Job Summary
This position is advertised from the minimum to the mid-point hourly rate. Salary will be determined based on education and experience at the time of offer.
*NOTE: Yuma County reserves the right to underfill the Combination Building- Fire Inspector II (Grade 121 Min: $27.94 hr. - Mid: $35.12 hr.) as Combination InspectorI until such time as the successful candidate completes all education and training requirements.
NATURE OF WORK
Under general supervision, performs technical work of moderate difficulty in inspecting building safety codes, zoning laws, and housing standards; this position has department specific responsibility.
Example of Work
(Illustrative Only) Performs a wide range of field inspections at various phases of completion for industrial, commercial and residential construction projects to ensure compliance with building safety codes and approved plans; reviews approved plans for building safety codes, affects of zoning laws and housing standards to assure compliance with construction related laws and regulations; provides information to the public relating to adopted code requirements and other applicable ordinances; performs ad hoc emergency inspections when public safety is concerned; verifies that utilities and the scenes are safe; notifies the Chief Building Official about the extent of damage and anticipated level of repair or replacement. May include structure fires, vehicle vs. building incidents, or other structural damage concerns, etc.; receives inspection requests; retrieves and reviews permits; schedules and performs daily inspections; responds to and answers questions and concerns related to field inspections; provides interpretations and resolves problems that arise during field inspections; meets with and discusses changes with contractors and homeowners and may authorize code compliance alternatives; works with and responds to staff and the public to address and correct areas of concern that arise during plan check, inspection and construction activities; issues approvals or rejections at each of the inspections phases; investigates complaints; follows up on code violations; issues citations for non-compliance to codes and deviations from approved plans and specifications; issues citations for work being done without necessary permits; performs plan examination including building administrative and building technical reviews; writes comments/corrections on submitted plans and requesting resubmittals; stamps and approves final plan sets; regular and reliable attendance is required; performs other duties as assigned.
Experience and Education
High School Diploma or GED equivalent; AND five (5) years of experience in construction, inspection generalist, architecture, engineering or building trades; OR an equivalent combination of education and experience; must possess a valid Arizona driver's license; must obtain ICC certifications for Residential Building Inspector and Residential Plumbing Inspector within two (2) years from date of hire; requires successful completion of a background check.
Knowledge, Skills and Abilities
Knowledge of: Yuma County organization, operations, policies and procedures; Yuma County Comprehensive Building Codes and local regulations; principles and practices of the construction industry and building trades; Federal, state, zoning, and housing safety laws is preferred; materials and practices used in building construction trades and of the various stages of construction; performing various types of plans examinations; county building permitting process and performing administrative and technical building reviews.
Skill in: Understanding and interpreting building, plumbing, electrical, mechanical codes; detecting substandard materials and workmanship; establishing effective working relationships with employees, other agencies, and the public; following written and verbal instructions; communicating effectively verbally and in writing with the public, co-workers, and contractors; researching new and revised building safety codes; using county permitting software, the Outlook suite of programs and various applications which allow for virtual inspections and learning; using the plan review and editing software; researching new building materials and how they fit into our current building codes and disseminating research to the team; understanding and interpreting engineered drawings and calculations.
Ability to: Communicate effectively verbally and in writing; maintain effective working relationships with co-workers and the public; follow written and verbal instructions; planning and organizing work; lift 25 pounds, bend, stoop, kneel, stand and walk; perform the essential functions of the job specifications with or without a reasonable accommodation.
Work Environment: The usual and customary methods of performing the job's functions require the following physical demands: occasional lifting, carrying, pushing and/or pulling; some stooping and/or kneeling; and significant fine finger dexterity; generally, the job requires 35% sitting, 25% traveling, 20% walking, and 20% standing; working at a computer monitor for extended periods required; the job is performed under varying extreme weather conditions; work conditions include extreme temperatures and frequent interaction with people discussing conflict; may have risk of exposure to communicable diseases.

The YCEBT is a self-funded medical plan administered by BlueCross BlueShield of Arizona (BCBSAZ). The employee is able to select from three (3) medical plan options with six (6) tiers that will best suit the employee's needs, dependents or families.
Plan Option 1: Preferred Provider Option A (PPO) or PPO A 900 deductible with $10.00 Wellness Incentive. Employees who participate in the "Wellness Incentive" will receive a $20 monthly premium reduction.
Plan Option 2: Preferred Provider Option B (PPO) or PPO B 1,200 deductible with $10.00 Wellness Incentive. Employees who participate in the "Wellness Incentive" will receive a $20 monthly premium reduction.
Plan Option 3: High Deductible High Plan - Health Savings Account (HDHP-HSA) or HDHP-HSA with Wellness Incentive.
HDHP-HSA Wellness Incentive for Employee Only option can receives upto $240.00 annual contribution to a Limited Purpose FSA card.
Southwest Service Administrator (SSA) Mexico PPO Health Plan: SSA is available to employees who are enrolled in YCEBT Medical PPO Plan. The SSA Plan pays 100% of hospital, medical, laboratory and prescription drug benefits, to a maximum of $5,000 per person per calendar year ($10,000 for two or more family members).
