SALARY:
$50,544 - 53,577 per year, depending on experience. Plus, excellent fringe benefits
QUALIFICATIONS:

Associate's degree or higher in Education, Social Work, or Human Services
or
Three years of employment in a service-related field (education, human services, etc) and Higher Education or an equivalent combination.

Must clear a background check with the Arizona Department of Child Safety
Must possess or be able to obtain an AZ Level One Fingerprint Clearance Card

The position is grant-funded (AZ Quest) and is a 2-year temporary position
SUMMARY OF FUNCTION:
The Quest Grant Workforce and Outreach Coordinator prepares all required reports, ensures compliance with grant requirements, works closely with AWC staff to monitor the budget, and works directly with adult Dislocated Workers (ages 18+) to provide follow-up services. This position also assists with outreach activities. The purpose of this grant/position is "to enable individuals who have been adversely affected by the COVID-19 pandemic and the social and economic inequities that the pandemic exacerbated to enter, return to, or advance in high-quality jobs in growth industries" identified in Yuma County. The industries targeted include manufacturing, healthcare, professional, scientific, and technical services.
This position is responsible for the successful implementation of the Quest Grant in Yuma County. This position supervises and ensures 80 dislocated workers are recruited and served by the end of the grant; the goals of the grant MUST be reached, and close tracking of progress will be necessary. This position will be responsible for the case management of up to 20 files.
External communication with employers, educational institutions, and partners is crucial to establish effective linkages. The local area intents to have a "no wrong door approach" by having various access points throughout the county.
TYPICAL DUTIES:
Serves Students. Stay abreast of WIOA Federal regulations, Dislocated Workers program requirements, State and Local Policies, and Quest Grant requirements, including but not limited to National Dislocated Worker Grants Quarterly Reporting Handbook, TEGLs 2-22, 16-21, 19-16, Quest Grant Proposal, etc. Ensure proper implementation of the requirements.
Target and develop strategies to conduct outreach activities that will attract underserved populations such as Native Americans, English Language Learners, Migrant Workers, and areas considered in Poverty. Actively participate in outreach activities. Develop tracking mechanisms to follow up with interested individuals after the outreach (collect names, contact information, a preferred method of contact, etc.). Work closely with agencies such as Greater Yuma Economic Development Corporation, Yuma Regional Medical Center, TRAX International, Arizona Western College, etc.
Complete reports utilizing the appropriate databases; view monthly, quarterly, and annual reports as needed to ensure the appropriate number of individuals are enrolled in Quest Grant. Run reports to ensure performance goals are being met timely and implement intervention strategies if numbers are falling below the expected levels. Run reports to track the number of Quest Grant participants co-enrolled.
Train and coach staff in all aspects of the position including but not limited to: Eligibility, Case Management, Follow Up, etc. Complete evaluation of staff. Document strengths and weaknesses of staff; praise good performance, set goals for improvement, progress monitor program goals and budget to ensure the goal is met (monthly, quarterly), and/or discipline as needed. Ensure staff compliance with federal and state guidelines. Direct supervision of at least one Quest Workforce Specialist and intern(s). Specify and implement corrective action plans as necessary. Provide reports as needed to the Operations Director or designated person.
In coordination with staff from Arizona Western College, review the budget and track expenses. Inform the pertinent staff of budget issues. Complete the necessary reports on time; reports include but are not limited to: Quarterly Narrative Reports (QNR), Quarterly Performance reports (QPR), Financial reports, etc.
Maintain regular contact with the client to monitor progress. Generate all necessary paperwork. Create and maintain provider files. Respond to requests for follow-up services. Conduct job search activities, including resume preparation. Interview clients to determine specific needs for support services. Complete all required documentation and AJC uploads. Coordinate with interns and assist with the provision of follow-up services as required by WIOA after participants exit the program. Build relationships with key members of the training provider program. Analyze the needs of individuals and/or the needs of the employer. Identify a program appropriate for the dislocated worker to obtain training, employment, or upgrade skills. Make referrals and co-enroll participants with other providers, partners, etc. when appropriate.
Provide orientations; explain available programs, services, eligibility requirements, program requirements, assessment process, etc. Interview individuals to determine Dislocated Worker eligibility; collect, analyze, and evaluate completeness and accuracy of information. Input eligibility information in the pertinent database(s)/system(s). Determine program readiness and ability to benefit from the community college certificate programs. Communicate with participants; ask appropriate questions to determine career interest, barriers to employment, and level of services needed, and establishes training and educational goals to reach the client's goals. Analyze client background information to determine appropriateness for employment and or occupational training services.
Accurate and timely input information in the AJC system. Enter case notes on a timely basis as per local policy. Case notes must be complete and accurate; ensure case notes reveal the progress and engagement of the participant (case notes must tell the story and explain the rationale for the academic, training, or employment decisions made). Select the pertaining AJC service code utilizing the Service Dictionary based on the services provided. Upload pertaining documents that support the program requirements, such as eligibility, credentials, and employment at the time of program exit, etc. Create Initial and Post Individual Service Strategy, including the 90-day ISS review. All other inputs include support services, job placements, outcomes, exit information, goals/measurable skill gains, testing scores, etc. Create reports utilizing the appropriate database and view monthly, quarterly, and annual reports as needed to maintain the case in track and updated. Complete all required documentation.
Initiate telephone contact with potential employers to inform them of available programs and services. Act as liaison between AWC, YPIC, Employers, and Participants. Prepare individuals for interviews with potential employers. Prepare individuals for interviews with a current employer if applicable. Ensure timely input of employment location and pay by interns. Ensure detailed case notes are entered on a timely basis as per local policy. Ensure interns enter the correct service codes based on AJC Service Dictionary. Upload pertaining documents that support the follow-up program requirements. Query the Tableau system and view monthly quarterly and annual reports as needed to maintain the case on track and updated. Complete all required documentation.
Supports and participates in strategic initiatives and performs other duties as assigned.
