Evaluation Manager

PROGRAM OVERVIEW
The Bureau of Alcohol and Drug Use Prevention, Care and Treatment (BADUPCT) works to reduce morbidity and mortality related to alcohol and substance use among New Yorkers through contracting and oversight of prevention, treatment, harm reduction, and recovery and support services; policy analysis and development; epidemiology, surveillance, and evaluation; development and dissemination of treatment and management guidelines; harm reduction initiatives; public and provider outreach and education; and community involvement and interagency collaboration.
The Research and Surveillance unit conducts alcohol- and drug-related surveillance, program evaluation and research, maintains databases, designs research protocols, produces reports, writes scientific articles for peer review journals, and facilitates program and policy development.
With an annual budget of approximately $3 million dollars per year, Overdose Data to Action-Limiting Overdose through Collaborative Actions in Localities (OD2A: LOCAL) aims to strengthen NYC's response to the opioid overdose epidemic and reduce overdose deaths. Informed by critical new surveillance and in collaboration with cross-sector partners across levels of government, DOHMH will implement focused prevention and response strategies to reach populations that bear the heaviest burden of opioid use and associated morbidity and mortality.
BADUPCT seeks one Evaluation Manager to oversee the monitoring and evaluation of the OD2A-L grant activities. These include:

  • Enhancing overdose prevention, education, and linkage to substance use treatment and care in HCV programs utilizing peer and patient navigators
  • Conducting overdose prevention and HCV data-to-care clinical capacity-building projects with NYC health care facilities
  • Providing nurse care manager navigator support and program support for occupational therapy training at an NYC organization that provides substance use and mental health treatment and harm reduction services
  • Conducting a needs assessment to describe recovery capital in a neighborhood with endemically high overdose rates and provide support to implement recommendations
  • Integrating harm reduction education and tools into outreach with people experiencing homelessness and provide appropriate linkage to care
  • Supporting overdose education training and naloxone distribution to people who use drugs and people who may witness and respond to overdose
  • Enhancing fentanyl and xylazine test strip distribution to people who are not engaged with SSPs and those who might be opioid naïve
  • Enhancing NYC's existing infrared spectrometry drug-checking program
  • Supporting system's champions for SUD and pain care in healthcare systems
  • Strengthening real-time drug-related morbidity surveillance and enhance prescription drug monitoring program surveillance
  • Enhancing drug product and paraphernalia testing for drug supply surveillance
  • Improving medical examiner and coroner investigation of drug overdose deaths

OD2A-L is funded by a five-year cooperative agreement with the Centers for Disease Control. This position is housed at the New York City Department of Health and Mental Hygiene in Long Island City.
POSITION OVERVIEW/RESPONSIBILITIES
Reporting to the Project Implementation Specialist, the Evaluation Manager will be responsible for overseeing the monitoring and evaluation of each of the funded grant activities. The Evaluation Manager has overall responsibility for managing data collected as part of the evaluation and will perform data analyses as well as provide support to staff conducting data analyses.
RESPONSIBILITIES
Responsibilities include but not limited to the following:
  • Design, conduct, and report the results of program evaluations for all grant-funded activities
  • Develop systems, including electronic data capture and storage, and identify the data needed to measure progress toward specific programmatic goals
  • Identify opportunities for more efficient or impactful evaluation activities, including the use of existing longitudinal, administrative, or programmatic datasets
  • Develop and share actionable findings from evaluations in various formats, including presentations and written reports (internal and peer-reviewed)
  • Work with relevant staff and project stakeholders to effectively monitor and report on ongoing grant activities
  • Extract, clean, and analyze data using SAS, R, SQL, Excel and other platforms
  • Build staff monitoring and evaluation capacity by providing ongoing support related to collecting clean data, identifying indicators, and analyzing data

QUALIFICATIONS
  • Demonstrated experience planning and conducting program evaluations in an applied setting
  • Prior project management experience with a focus on being self-directed and goal-oriented, proactively collaborating externally and internally
  • Demonstrated ability in providing strategic oversight for data collection, analysis, visualization and reporting
  • A Master's degree, PhD, or DrPH in a relevant social science field, or a degree in monitoring or evaluation
  • 5 or more years of relevant experience with increasing management responsibilities
  • Data analysis skills, using SAS, R, or similar application; knowledge of relational databases, Transact SQL-based databases, and management systems preferred
  • Excellent computer skills, including MS Office
  • Excellent written, oral and interpersonal skills
  • Experience working in a field related to substance use
