Within the department, the Workers’ Compensation unit delivers outstanding customer service and proactive claims management to City employees. Our team administers the City’s self-insured and self-administered workers’ compensation program with a human centered focus. We are looking for an attentive, equity-focused Wage & Reporting Specialist to join our impactful team!

Job Responsibilities

Compliance, Auditing & Financial Management:


  • Provides subject matter expertise on compliant wage collection and calculation processes.
  • Ensures the collection of necessary documentation and data to establish employment patterns, gross monthly wages, and other employment details for workers’ Compensation Wage benefits.
  • Conducts audits of wage calculations performed by the unit.
  • Performs benefit reconciliation and provides process documentation for wage recalculation compliance.
  • Assists with the calculation and application of statutory min/max compensation rates and adjusts benefits accordingly.
  • Performs monthly review and recording of workers’ compensation recoveries/deposits.
  • Develops and performs audits of wage calculation, benefit entitlement, timeliness requirements, and program compliance items.
  • Evaluates claim administration practices alignment with Department of Labor and Industries requirements.
  • May investigate and evaluate claims filed by injured City workers to determine their eligibility for Title 51 workers’ compensation benefits in accordance with Washington State Industrial Insurance laws.
  • May provide coverage on claims handling or manage small industrial insurance claim caseload at manager’s request to meet business needs.
  • May assist with development and maintenance of third party/subrogation process and resource development, and assisting with subrogation handling on applicable claims.
Documentation and Reporting:
  • Serves as primary contact for responding to reporting requests from the Department of Labor and Industries, internal customers and other workers’ compensation unit stakeholders
  • Completes and submits documentation required for reporting wage calculation and initial payment of benefits.
  • Maintains records of our unit's reporting and serves as a point of contact for inquiries.
  • Delivers quarterly and annual reporting details to the excess carrier as required.
Training and Communication:
  • Develops and facilitates training for new employee onboarding and ongoing updates.
  • Educates internal and external customers about Wage and indemnity benefit-related issues.
  • Prepares and provides updated training or communication with key partners and team members.
Process Improvement and System Management:
  • Makes recommendations for process improvements and system enhancements related to Wage and benefit administration, reporting requirements, and compliance.
  • Monitors and performs updates/maintenance to system batch processes as needed.
  • Develops and manages custom reports, templates, data sets, and other items as requested.
  • Grants system user access and develops new content for unit processes and materials.
To be successful in this role, you will have proven the following experience & knowledge:
  • Washington State claim adjudication experience
  • Solid understanding of current jurisdictional and technical expertise and effective claims' adjudication.
  • Ability to interpret industrial insurance rules, laws and claim adjudication guidelines as well as case law to manage the adjudication process is required.

Qualifications

  • Three years directly reviewing, evaluating, investigating, and processing Washington workers’ compensation, or a related field
Or
  • An Associate Degree in general education, paralegal studies, law, social science, nursing, medical coding, business administration, or a related field
  • Two years directly reviewing, evaluating, investigating, and processing Washington workers’ compensation, or a related field
Or
  • A Bachelor’s Degree in general education, paralegal studies, law, social science, nursing, medical coding, business administration, or a related field
  • One year directly reviewing, evaluating, investigating, and processing Washington workers’ compensation, or a related field
Additionally, in accordance with WAC 296-15-350:
  • Professional designation as a (self-insured) Certified Claims Administrator in the State of Washington (this professional designation must be maintained throughout tenure in this classification)
OR
  • Within 6 months of hire, you must begin working toward achievement of certification as a Certified Claims Administrator through a comprehensive goal-oriented curriculum approved by the Washington State Department of Labor and Industries to achieve certification within two years

Additional Information

This overtime eligible position is classified as a Workers’ Compensation Analyst and reports to the Workers’ Compensation Manager. The full pay range for this step-progression position is $40.08 - $46.68 per hour. New employees begin at Step 1 of the pay progression, which is $40.08 hourly. Current employees starting rate of pay will be based on Personnel Rules regarding promotions.

Workplace Environment: This position offers the flexibility of a hybrid work schedule. Employees will be expected to be in-office twice a week for a minimum of 4 hours per day. One of these days must be Monday, as the team has a collective in-office day on Monday mornings. Individual schedules will be based on agreement between the employee and their supervisor.
