SDOT has an exciting opportunity for a collaborative and tech-savvy Reporting & Data Specialist(Senior Management Systems Analyst) on our Financial Data & Reportingteam within the Finance and Administration Division. This vital role supports best practices in data management and developing/maintaining financial, project, and portfolio systems that provide essential reports for a wide variety of customers. The position is a critical member of SDOT's Financial Data and Reporting team as it helps SDOT's Finance and Project Portfolio Management team continue to use information to improve project outcomes.   • Provides data, analysis, advice, and service to workgroup members and management by gathering and manipulating large amounts of data in different ways and by preparing recommendations to implement new systems, procedures, and organization changes.
  • Acts as a project manager over systems design, development and implementation projects involving considerable scope, complexity, and long-term commitments, and serves as a primary technical advisor to departmental or divisional management.
  • Applies management and systems analysis techniques to the solution of problems such as budget preparation, work methods, procedures, and priorities. Studies and analyzes a variety of informational, operational and management problems to determine program and system needs; recommends solutions to meet those needs.
  • Develops or assists in the development, implementation, and evaluation of automated and manual management information systems.
  • Collaborates with business users to develop, improve, standardize, and document business processes. Organizes and leads meetings with Finance staff and business partners to determine business requirements and solutions. Leads system user groups in the design, development, implementation, and modification of systems. Records, disseminates, and follows up on the outcome of decisions.
  • Manages and serves as system administrator for complex systems for budgeting and financial, project, and portfolio analysis. This includes and is not limited to managing SDOT's data warehouse and Clarity PPM by updating data, implementing improvements, and coordinating with Seattle IT staff to resolve issues.
  • Coordinates project plans and data processing activities with other divisions, other City departments or vendors to ensure that functions and systems design, modifications and implementation requirements meet the needs of users. This includes serving as a representative of the section, division, and department on committees and workgroups related to technology and data as well as coordinating closely with other team members to provide depth of coverage for all areas of the team's responsibility.
  • Designs and documents system process data flow.
  • Prepares comprehensive reports, datasets, diagrams, charts, correspondence, memoranda, and other work aids detailing findings, recommendations, and instructions.
  • Builds and maintains solid working relationships and communicates clearly, both in written and verbal forms, with technical staff as well as business partners. Trains business users, both individually and in large groups.
  • Works independently, takes initiative, and utilizes good judgment in assessing and pursuing priorities.
  • Support department goals in promoting diversity and social justice.
Minimum Qualifications:
Education:
  • Bachelor's Degree in public administration, finance, computer science, or related field.
Experience:
  • Three (3) years of experience with financial systems, operations, procedures, research or analysis.
OR: An equivalent combination of education and experience that demonstrates the ability to perform the position duties.
Though not requirements, strong candidates will have some of the following experience or are able to describe comparable experience:
  • Extensive knowledge of budget, accounting, and finance, project, portfolio, management and reporting systems such as the City's PeopleSoft financial system, Clarity Project Portfolio Management (PPM) system, or other enterprise systems.Experience with purchasing processes and Peoplesoft 9.2 or other contracting or purchasing systems.
  • Demonstrated commitment to effectively working in a multicultural workplace with a diverse customer base.
  • Experience manipulating and presenting data, such as intermediate to advanced proficiency in Microsoft Excel (including the use of pivot tables, v-lookups, slicers, and VBA), experience with Microsoft Access, SQL, or other database software (including developing queries), Microsoft Power BI, Tableau.
  • Ability to juggle competing priorities, respond to unanticipated requests, and meet tight deadlines while maintaining excellent accuracy, attention to detail, and a collaborative attitude.
  • Ability to understand business needs, take initiative in anticipating and detecting problems, and develop solutions while using sound judgment.
  • Experience programming in Python or R.
Other Requirements:
Work Environment / Physical Demands:
  • Work is typically performed in a hybrid work environment in which a minimum of 2 days of the work is completed in a City office, and 3 days of the work is completed remotely in a regular 40-hour work week.

The full salary range for this position is $47.57 - $55.44 hourly.
