Responsibilities
• Accountable for specific sourcing and contracting efforts for execution of project contract & procurement strategy requirements while meeting critical project schedule deadlines.
• Gather market and contractor information through market intelligence and RFIs.
• Analyze suitability of potential contractors in accordance with Company and project specific contractor qualification criterion.
• Responsible for contract formation (pre-award) of contracts, including but not limited to terms & conditions, contract commercial schemes and contract exhibits.
• Development and recommendation of supplier negotiation strategies.
• Ensures compliance by contractors and suppliers with the terms and conditions of contracts.
• Responsible for contract administration including contract changes, claims and documentation.
• Successful management of contract interfaces on the project: contracting, purchasing, expediting, QA/QC, logistics, materials management, and other project functions.
• Collaborate with the Corporate and BU Supply Chain organizations.
• Works together with Project Services (e.g. cost control, planner, etc.) to monitor contract value against expenditures and invoice rate validation.
• Responsible for development and participation in post award contract requirements, including but not limited to KPIs and contract performance criterion.
• Responsible for closing-out of contracts to release contractor and related claims.
• Responsible for effective transition and handover of contract documentation and other requirements for operational start-up.
• Participate on the Incident Management Team as required and attend IMT Trainings and annual exercises.
• Invites dialogue to gain a shared understanding and influences with confidence to drive performance and achieve business results.
• Builds strong relationships based on trust and seeks opportunities to collaborate across the matrix/organizational boundaries to achieve business goals.
Required Qualifications
• Bachelors' degree or higher in Business, Finance, Supply Chain, Engineering, Construction Management or equivalent
• 5 years of Supply Chain Management and contracts experience
• Advanced level knowledge of commercial strategies and market dynamics
• Advanced level knowledge of contracting and procurement for engineering, procurement, and construction for major upstream capital project activities
• Advanced level knowledge of leading strategies, negotiations, and deliverables for complex scopes and large spend (greater than $10MM) contracts
• Ability to travel to North Slope approximately once per month during summer and winter construction seasons
Preferred Qualifications
• 10 years of Supply Chain experience with construction contracting emphasis
• Previous experience of working in remote Arctic or offshore environment
• Local Alaska and Global market exposure
• CPM and or PMP professional designation
• Advanced level communication and interpersonal skills required to work in a dynamic project team environment and be influential
• Advanced level ability to analyze/interpret information effectively to solve problems and recommend decisions
• Advanced level understanding of contract ramifications to HSE and Quality
Willow Project Overview
• Located on Alaska's North Slope in the National Petroleum Reserve (NPR-A), the Willow project is estimated to produce 180,000 barrels of oil per day at its peak.
• The economic impact of the Willow project will be sizable. According to the Bureau of Land Management (BLM) estimates, Willow could generate between $8 billion and $17 billion in new revenue for the federal government, the state of Alaska, the North Slope Borough, and local communities. The initial phase of Willow development will include a new Willow Central Processing Facility (WCF), three drill sites, pipelines, roads, bridges and supporting infrastructure.

Willow will be a greenfield design including all processing facilities, utilities, drilling equipment, camp, and power generation.
