Qualifications: Selective Placement Factors: This position requires a special qualification that has been determined to be essential to perform the duties and will be used as a screen out element. Those who do not provide evidence they possess the following selective factor(s) will be rated not qualified:
1. Must be able to obtain and maintain a valid state driver's license within 30 days of hire.
2. Experience driving trucks for the purpose of towing, pulling in, and backing up trailers for the pick-up and delivery of Wild Horse and Burros.
3. Must be able to receive and maintain current certification to use BLM owned firearms and remain in compliance with the Lautenberg Amendment.4. 4. May be required to obtain and maintain a certification as a Contracting Officer Representative (COR).

In addition to the selective placement factors and the basic education requirements, to qualify at the GS-09 level you must meet the following:
Specialized Experience: You must possess one (1) full year of specialized experience at or equivalent to the GS-07 level that is equivalent in difficulty and complexity as indicated by the following examples: experience providing adequate feed, water, and veterinary services; knowledge of general health, habits, behavior, and characteristics of domestic/wild free-roaming horses and Burros (or closely related stock); knowledge of state laws pertaining to branding and stray animals in order to determine ownership of branded and unbranded animals.

Education: 2 years of progressively higher level graduate education leading to a master's degree or master's or equivalent graduate degree.

Combination of Education and Experience:
A combination of graduate-level education and experience, as described above, may be used to qualify for this position. This combination must have equipped you with the necessary knowledge and experience to successfully perform the duties of this position.
In addition to the selective placement factors and the basic education requirements, to qualify at the GS-11 level you must meet the following:
Specialized Experience: You must possess one (1) full year of specialized experience at or equivalent to the GS-09 level that is equivalent in difficulty and complexity as indicated by the following examples: knowledge of general health, habits, behavior, and characteristics of domestic/wild free-roaming horses and Burros (or closely related stock); working knowledge of the use of personal computers for resource management; knowledge and ability to locate and construct traps and temporary holding facilities; knowledge of state laws pertaining to branding and stray animals in order to determine ownership of branded and unbranded animals.

Education:
3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree.

Combination of Education and Experience:
You may meet qualifications requirement for this position with an equivalent combination of specialized experience and appropriate graduate education. Graduate level education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
You must meet all qualification requirements within 30 days of the closing date of the announcement.
Federal employees in the competitive service are also subject to the Time-In-Grade requirement in accordance with 5 CFR 300.604. If you are a current Federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must have completed a minimum of 52 weeks at the next lower grade level.
Physical Demands: The work of this position involves a combination of office and field work. The incumbent must be able to perform field assignments that require strenuous walking, riding horseback, and climbing over rough and mountainous terrain. The work involves heavy lifting, bending, and working horses up to 1500 pounds, as well as lifting hay bales up to 100 pounds, metal panels, construction materials, and wire rope. Incumbent must be able to operate four-wheel drive vehicles in rugged terrain.
Work Environment: Office work is performed in a well-lighted and ventilated room. Field work is performed in environments varying from flat to steep and rock terrain, as well as in corrals with exposure to the hazards of working with untamed animals in confined spaces. Temperatures vary from below zero to over 100 degrees. Must be able to fly in small fixed or rotary wing aircraft in order to conduct aerial inventories of WH&B populations. Safety precautions require use of protective safety apparel.Education: Basic Requirement: This position has a positive education requirement which requires that you have a degree in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position, or a combination of education and experience­--courses equivalent to a major, as shown above, plus appropriate experience or additional education.
