Job Description Summary:
Under limited supervision, to develop and implement Water Resources maintenance and operations programs, policies, projects, and practices consistent with department goals and within a department-wide context that supports all chartered land uses and open space purposes; primarily to develop and coordinate work, but with some professional field work component (10-35%); to coordinate information flow in the area Water Resources operations and maintenance; to provide conditions assessments, water use data, consultation, technical assistance, and management to protect and enhance Water Resources and ecosystem services on OSMP properties; and to perform related duties as required.
Job Description:
ESSENTIAL DUTIES AND RESPONSIBILITIES
Works in a collaborative manner to direct and coordinate Water Resources maintenance and operations program field work or functions to accomplish department and programmatic goals.
  • Coordinates work within the program, including maintenance and operations best practices and condition assessments, to ensure operational consistency and collaboration, meet department goals, and resolve problems.
  • Builds effective alliances with other department service areas, city departments, local, state, and federal agencies, and public interest groups; coordinate with appropriate agencies and partners to ensure timelines, permit requirements, regulatory constraints, public process requirements, and budgetary constraints are met.
  • Develops client relationships and provide exceptional customer service to internal and external customers through careful listening and understanding of client issues and by communicating research findings, proposals, specifications, and project statuses to ensure multiple management objectives are being met.
  • Develops programmatic budget recommendations and manages project budgets and business processes associated with the program’s annual work plan; may help pursue grant opportunities related to program goals.
  • Follows departmental financial procedure to develop necessary documentation for contracted vendors and ensures contractor compliance with contract terms.

Coordinates infrastructure condition assessments and maintains necessary records and data related to Water Resources maintenance and operations for the department.

  • Coordinates with the appropriate OSMP staff on design, implementation, and field data collection of conditions assessments and necessary records to support program goals.
  • Lead staff, volunteers, outside researchers, and contractors in implementation of program condition assessments and data collection projects.
  • Develops requests for proposals, evaluates research requests from outside agencies and individuals, monitors and tracks field work, reviews, and approves final research reports.
  • Coordinates and directs projects assigned to contractors to ensure compliance with sound business practices and compliance with contracts.
  • Coordinates with OSMP staff to maintain program assessments and data in accordance with department policy.

Supervise standard staff and oversee seasonal staff activities for the Water Resources maintenance and operations programs.

  • Works with other program staff to plan, develop, and relay daily work plans for seasonal crews and ensure that directions are being followed.
  • May perform or coordinate necessary training for seasonal crews including writing equipment maintenance protocols, safe equipment and tool operation and safety precautions.
  • Works with other program staff to ensure crews are conducting operations efficiently, effectively, and in a safe and legal manner.
  • Ensures that crew members have all necessary equipment and materials, and that tools, vehicles, and equipment are maintained in good working order.
  • Maintains a positive team environment and refers issues appropriately to their immediate supervisor. May assist in coordinating and managing contractors, volunteers, and interns.

Provides strategic advice and technical guidance for management plans, capital plans, land use plans, and project designs to implement program goals within a department-wide context that supports all chartered land uses and open space purposes.

  • Develops and offers advice and objectives for inclusion in department plans that support program goals, including recommendations for property and water rights acquisitions.
  • Conducts in-depth analysis on complex issues related to Water Resources stewardship and protection.
  • Provides technical review of department project designs, permits, and leases to make recommendations for improvements to better meet program goals.
  • Contributes design recommendations and monitoring to help ensure department compliance with regulatory requirements related to Water Resources stewardship programs.
  • Works as part of a team to coordinate staff response to issues related to program disciplines and may serve as an informal leader within the team.
  • May participate in revisions and updates to relevant sections of the Boulder Valley Comprehensive Plan, Boulder County Comprehensive Plan, and other regional or statewide planning initiatives.

Performs public and staff outreach activities including applicable liaison roles.

  • Resolves public concerns related to Water Resources maintenance and operations programs.
  • Acts as liaison to external organizations including ditch companies for program disciplines, as applicable, representing department goals and integrating them with the goals of others.
  • May develop and conduct informational and interpretive presentations to educational institutions, organizations, and the public.
  • Develops and presents professional written and oral reports on programs and projects to service area, department, and city management staff, city advisory boards, and City Council.

Other
  • Attend local ditch company meetings; provide leadership for ditch companies as an appointed officer.
  • Provides excellent customer services to internal and external customers; listens to questions and concerns, evaluates issues and possible solutions, works collaboratively with OSMP and other city teams to find solutions to challenges that arise.
  • Takes proper safety precautions, anticipates unsafe circumstances, and acts accordingly to prevent accidents. Responsible for the safety of self, others, materials, and equipment. Uses all required safety equipment and follows all safety regulations, policies, and procedures. Reports all accidents and damage to city property.
  • Provides performance management input to support evaluation of other program staff.
  • Performs related duties as required to meet the needs of the city.

MINIMUM QUALIFICATIONS

  • Demonstrated ability to schedule and organize work using latitude in determining approach; integrating business considerations into professional work; and to take a systems approach to problem solving.
  • Ability to establish and maintain effective working relationships with employees, departments, governmental agencies, and the public.
  • Ability to prepare effective written reports and public presentations, and to work and communicate effectively with diverse groups of people, including the ability to deal courteously with the public and land users.
  • Demonstrated analytical and organizational skills.
  • Ability to plan and coordinate the work of others, and to provide feedback to coworkers, volunteers, and seasonal employees for the continuous improvement of operations.
  • Ability to meet deadlines with limited supervision.
  • Knowledge of ArcGIS and Microsoft Office.
  • Ability and willingness to attend evening meetings and work early or late hours as necessary for field work.
  • Physical ability and willingness to work in adverse weather and field conditions.
  • Ability to use all safety equipment.
  • Valid driver's license. Have and maintain an acceptable motor vehicle record.
  • Have and maintain acceptable background information, including criminal conviction history.
PREFERRED QUALIFICATIONS
  • Advanced degree in a Water Resources or watershed management related field, plus a minimum of three years’ work experience demonstrating a working knowledge of Water Resources stewardship and water infrastructure maintenance and operations.
  • Demonstrated ability as a subject matter expert in field of expertise.
  • Strong proficiency with ArcGIS.
  • Demonstrated analytical and organizational skills.
  • Demonstrated knowledge of Water Resources infrastructure maintenance and operations techniques and activities in the Western High Plains and/or Rocky Mountain Front Range Foothills region.
  • Skill in political awareness and clear communications to diverse audiences at an advanced level.
REQUIRED EDUCATION AND EXPERIENCE
Bachelor’s degree in a Water Resources or watershed management related field plus a minimum of four years’ work experience demonstrating a working knowledge of Water Resources stewardship and water infrastructure maintenance and operations, or any equivalent combination of education and experience.

WORKING CONDITIONS AND REQUIREMENTS
Ability to perform a wide range of physical and manual tasks in an outdoor environment. Physical ability to stand, bend, walk, and kneel. Sufficient clarity of speech and hearing or other communication capabilities that permits the employee to communicate effectively on the telephone and in person. Sufficient vision or other powers of observation that permits the employee to review, evaluate and prepare a variety of written documents and materials. Sufficient manual dexterity that permits the employee to operate computer equipment and other office equipment. Work may include extended periods of time viewing a computer video monitor and/ or operating a keyboard. Ability to work under stress from demanding deadlines, public contact, and changing priorities and conditions. Works in a clean, comfortable environment, and also works in an outdoor environment year-round. Potential exposure to hazardous field conditions, toxic chemicals, and dangerous weather conditions. Frequently uses standard office equipment including personal computers, cell phones, and copy machines; operates four-wheel drive vehicles; uses a range of relevant and appropriate tools and equipment. May work nights or weekends.
