- Coordinates work within the program, including maintenance and operations best practices and condition assessments, to ensure operational consistency and collaboration, meet department goals, and resolve problems.
- Builds effective alliances with other department service areas, city departments, local, state, and federal agencies, and public interest groups; coordinate with appropriate agencies and partners to ensure timelines, permit requirements, regulatory constraints, public process requirements, and budgetary constraints are met.

Coordinates infrastructure condition assessments and maintains necessary records and data related to Water Resources maintenance and operations for the department.
Coordinates with the appropriate OSMP staff on design, implementation, and field data collection of conditions assessments and necessary records to support program goals.- Lead staff, volunteers, outside researchers, and contractors in implementation of program condition assessments and data collection projects.
- Develops requests for proposals, evaluates research requests from outside agencies and individuals, monitors and tracks field work, reviews, and approves final research reports.
- Coordinates and directs projects assigned to contractors to ensure compliance with sound business practices and compliance with contracts.
- Coordinates with OSMP staff to maintain program assessments and data in accordance with department policy.
Supervise standard staff and oversee seasonal staff activities for the Water Resources maintenance and operations programs.
Works with other program staff to plan, develop, and relay daily work plans for seasonal crews and ensure that directions are being followed.- May perform or coordinate necessary training for seasonal crews including writing equipment maintenance protocols, safe equipment and tool operation and safety precautions.
- Works with other program staff to ensure crews are conducting operations efficiently, effectively, and in a safe and legal manner.
- Ensures that crew members have all necessary equipment and materials, and that tools, vehicles, and equipment are maintained in good working order.

Provides strategic advice and technical guidance for management plans, capital plans, land use plans, and project designs to implement program goals within a department-wide context that supports all chartered land uses and open space purposes.
Develops and offers advice and objectives for inclusion in department plans that support program goals, including recommendations for property and water rights acquisitions.- Conducts in-depth analysis on complex issues related to Water Resources stewardship and protection.
- Provides technical review of department project designs, permits, and leases to make recommendations for improvements to better meet program goals.
- Contributes design recommendations and monitoring to help ensure department compliance with regulatory requirements related to Water Resources stewardship programs.
- Works as part of a team to coordinate staff response to issues related to program disciplines and may serve as an informal leader within the team.
- May participate in revisions and updates to relevant sections of the Boulder Valley Comprehensive Plan, Boulder County Comprehensive Plan, and other regional or statewide planning initiatives.
Performs public and staff outreach activities including applicable liaison roles.
Resolves public concerns related to Water Resources maintenance and operations programs.- Acts as liaison to external organizations including ditch companies for program disciplines, as applicable, representing department goals and integrating them with the goals of others.
- May develop and conduct informational and interpretive presentations to educational institutions, organizations, and the public.
- Develops and presents professional written and oral reports on programs and projects to service area, department, and city management staff, city advisory boards, and City Council.

- Attend local ditch company meetings; provide leadership for ditch companies as an appointed officer.

- Advanced degree in a Water Resources or watershed management related field, plus a minimum of three years’ work experience demonstrating a working knowledge of Water Resources stewardship and water infrastructure maintenance and operations.
- Demonstrated ability as a subject matter expert in field of expertise.
- Strong proficiency with ArcGIS.
- Demonstrated analytical and organizational skills.
- Demonstrated knowledge of Water Resources infrastructure maintenance and operations techniques and activities in the Western High Plains and/or Rocky Mountain Front Range Foothills region.
