The Colorado Division of Insurance (DOI) regulates the insurance industry in Colorado. DOI helps consumers by answering their questions, investigating their complaints, and helping them to understand their insurance. The division regulates and monitors insurance companies in Colorado, as well as insurance agents, ensuring all are following the law.

Position: SFA 4328
This position serves as the Division's Senior Financial Advisor and is responsible for the Division's budget strategy and oversight. The position monitors and maintains oversight over SB22-040 related actuarial reviews; and supervises the Financial Administrator position. Serves as the Division's Senior Financial liaison with DORA's Office of Accounting and Purchasing (OAP) and the DORA Budget Office and ensures that the Division's financial operations meet the expectations and requirements of those offices. Additionally, this position serves as the subject matter expert and lead implementer of SB 22-040, which requires the Division of Insurance, to retain by contract, one or more entities that have experience in actuarial reviews, health-care policy, and health equity for the purpose of performing actuarial reviews of legislative proposals that may impose a new health benefit coverage mandate on health benefit plans or reduce or eliminate coverage mandated under health benefit plans.
Duties include, but are not limited to:
  • Establishing budget forecasts and revenue projections for the Division, as well as monitoring allocations, expenditures, and fund balances;
  • Creating and maintaining processes/systems to provide and track program information, analysis, historical data, and/or forecasting;
  • Leading budget strategy and advising on all financial matters within the Division;
  • Making finance-related recommendations to the Commissioner, Chief Deputy Commissioner, and Senior Leadership Team;
  • Working with the Division Senior Leadership Team to prioritize budget resources and requests;
  • Overseeing Division financial transaction monitoring and recording, including supervising the Financial Administrator who performs grant management duties, such as evaluating transactions to ensure they meet respective fiscal guidelines;
  • Tracking of labor allocation; approving and assigning account codes for the federally funded Reinsurance program, state Reinsurance program dollars, Health Insurance Affordability Enterprise revenue and spending, and Colorado Option waiver funds;
  • Reviewing and approving expenditures; developing journal vouchers and providing other necessary fiscal day-to-day guidance to division program staff;
  • Division financial reporting, including drafting and submitting written budget summaries that outline current year-date-spending, projected annual spending, and any unexpected program financial needs; preparing monthly metrics reports, internal management reports, and any additional financial reports as requested by the Commissioner and/or needed to meet statutory requirements (e.g. SMART Act);
  • Assisting in presenting financial data, progress, and fiscal performance metrics data/information for briefings and other presentations;
  • Ensuring implementation of appropriate Division controls and fiscal records management procedures;
  • Examining all fiscal proposals to ensure accuracy, and completeness following all Division, Department, and State fiscal standards, policies, and/or regulations.

MINIMUM QUALIFICATIONS (MQs):
  • Graduation from an accredited college or university with a bachelor's degree in accounting, business, business administration, economics, finance, public administration, mathematics, statistics or in a field of study related to the work environment; AND
  • Five (5) years of professional* experience working in the public sector performing the following:
    • Professional general accounting experience which includes processing and verifying information for recording in a financial system; reviewing and reconciling documents and forms; reviewing documents for accuracy, completeness, and compliance; calculating data for verification purposes; and ensuring transactions are recorded in accordance with Generally Accepted Accounting Principles;
    • Budget strategy and oversight, including analysis, planning, development, implementation, and management;
    • Risk mitigation including, identifying financial related issues and ensuring compliance with financial policies and procedures across a program and/or division.

SUBSTITUTIONS:
  • A combination of professional* work experience in the occupational field or specialized subject area of the work assigned to the job, which provided the same kind, amount, and level, or knowledge acquired in the required education, may be substituted on a year-for-year basis for the bachelor's degree;
  • A master's degree or doctorate from an accredited college or university in a field of study related to the work assignment may be substituted for the experience on a year-for-year basis.

*Professional work involves exercising discretion, analytical skill, judgment and personal accountability and responsibility for creating, developing, integrating, applying, and sharing an organized body of knowledge that characteristically is: uniquely acquired through an intense education or training regimen at a recognized college or university; equivalent to the curriculum requirements for a bachelor's or higher degree with major study in or pertinent to the specialized field; and continuously studied to explore, extend, and use additional discoveries, interpretations, and application and to improve data, materials, equipment, applications and methods.

Preferred Qualifications:
  • Demonstrated experience drafting fiscal notes;
  • Demonstrated experience drafting and submitting financial reports and/or budget summaries, which include year-date-spending, projected annual spending, and unexpected program financial needs;
  • Demonstrated experience managing complex budgets for multiple program areas, including allocating resources and accounting for competing priorities;
  • Process improvement and change management experience including, developing and implementing new processes, quality improvement processes, and cost-saving measures, including improving processes to minimize regulatory and/or compliance burdens;
  • Demonstrated experience assisting with and/or facilitating audits of financial information;
  • Demonstrated state government budgeting experience;
  • Demonstrated experience interacting with various stakeholders to provide guidance, recommendations, and resolve concerns among stakeholders;
  • Demonstrated experience using Colorado Operations Resource Engine (CORE) or a comparable financial or accounting data management system;
  • Formal supervisory experience over professional-level staff, including reviewing and evaluating work produced by subordinates to provide feedback and coaching when appropriate;
  • Demonstrated experience leading teams, including distributing and assigning work, ensuring timeliness, and accuracy of work performed;
