Summary
Under general supervision, manages the day-to-day operations of the Water Quality division, and assumes responsibility for regulatory compliance in the water and wastewater industry.

Essential duties and responsibilities may include, but are not limited to, the following:
  • Monitors regulatory requirements for the Town's Public Water System. Manages crew in various tasks related to Water Quality / customer service / meter program / backflow.
  • Specifies and reviews planning for system improvements, development activities, and future distribution and collection needs.
  • Assists in the preparation of annual budget requests to include projections for equipment replacement and capital improvement projects; manages the annual operating budget for water operations.
  • Prepares and submits regulatory reports in accordance with reporting deadlines; monitors the supervisory control and data acquisition (SCADA) system and water usage and adjusts parameters accordingly, schedules annual tank inspections, cleaning, and instrument calibration.
  • Manages the Cross Connection Control Program; assists in the design of new construction to meet requirements for proper backflow prevention.
  • Maintains division equipment, materials, and supply inventories; orders and develops specifications as needed.
  • Manages the personnel and scheduling of the division; oversees training to ensure proper instruction in relation to the methods, procedures, and equipment used in daily maintenance and repair tasks and safety protocols; conducts performance evaluations; addresses disciplinary problems as needed; reviews and approves timesheets and overtime requests.
  • Responds to concerns and inquiries related to all aspects of water and wastewater operations.
  • Responds to emergency and non-emergency calls both during and after normal work hours.
  • Attends various meetings, conferences, continuing education courses, and seminars as required.
  • May be asked to perform additional job duties that are directly, indirectly, or completely unrelated to normal job functions while presenting certain Town special events.
  • Performs related duties as required or assigned.

Minimum Qualifications
Education, Training, and Experience Guidelines
High school diploma or GED equivalent; and five (5) years' experience in water and wastewater system maintenance, which includes two (2) years supervisory or lead experience; OR an equivalent combination of education, training, and experience. Ability to establish and maintain harmonious relationships with fellow employees, Town officials, and outside contracts. Safe driving record. Clear criminal background check and clear pre-employment drug screen.
Knowledge of:
  • Applicable local, State, and Federal laws, codes, regulations, and ordinances.
  • Work safety practices, procedures, and protocols.
  • Operations and activities of water and wastewater division.
  • SCADA systems; hydraulic pumping systems.
  • Supervisory principles and practices.

Skill in:
  • Supervising and assigning tasks to assigned staff.
  • Reading and interpreting plans and blueprints.
  • Interacting with staff and the public tactfully and professionally.
  • Preparing clear and concise reports and specifications.
  • Completing mathematical calculations; managing and implementing budgets; developing cost estimates.
  • Establishing and maintaining effective working relationships.
  • Communicating effectively both verbally and in writing.

LICENSE AND CERTIFICATION REQUIREMENTS
A valid Texas Driver's License. Must possess a TCEQ issued Water Distribution Grade B license and be Work Zone Traffic Control certified. Wastewater Collections II license preferred.

ATTENDANCE REQUIREMENTS
This is an exempt position; incumbent will be expected to work whatever hours are necessary to complete responsibilities.
PHYSICAL DEMANDS AND WORKING ENVIRONMENT
Work is performed in a standard office environment, outdoors, and at various sites throughout the Town of Addison. Work may require exposure to inclement weather conditions, potentially dangerous tools, equipment, and machinery, and hazardous chemicals. May require moderate physical exertion.
