Description of Work Unit
CEMML is a research, education and service unit within the Warner College of Natural Resources at CSU. CEMML applies the latest and most appropriate science to promote the sustainable management of natural and cultural resources on Department of Defense (DOD) and other public lands. We provide technical support, conduct applied research, and offer career development and learning opportunities to support resource stewardship. We collaborate with our sponsors and within CSU to resolve complex environmental issues, leaving a legacy of science-based decisions that sustain our resources for future generations.

Position Summary
A Water Quality Specialist position is available with Colorado State University and the Center for Environmental Management of Military Lands (CEMML) supporting Clean Water Act (CWA) and Safe Drinking Water Act (SDWA) program development, implementation, and evaluation with Air Force Civil Engineering Command (AFCE). This support will be provided directly to AFCEC/CZTQ in San Antonio but may work remotely.
Position provides review of AF training and guidance materials to identify opportunities to improve enterprise-wide compliance, technical expertise for Civil Engineering (CE) Governance forums such as the AF Water Panel, engineering review for existing and emerging water regulations, technical document review, coordinates and attends stakeholder meetings and recommends Water Quality and compliance management activities, and provide Water Quality technical assistance for installations to ensure compliance with local, state, and federal regulations, as well as Air Force Instructions.
Work location is dependent on the needs of the partner/project/role. In some instances, positions may require staff to be fully in-person. In other instances, hybrid or remote arrangements may be possible. If working remotely, expect travel for in-person meetings at least quarterly to AFCEC in San Antonio or alternate approved location for Air Force (AF) meetings or site visits.

Required Job Qualifications
  • B.S. in engineering, environmental science, geology, geography, biology, or closely related field.
  • Three years of experience supporting Water Quality compliance programs.
  • Familiarity with all aspects of CWA and SDWA environmental compliance programs (stormwater, wastewater, and drinking water).
  • Proven experience of successfully working collaboratively with DoD stakeholders.
  • Experience reviewing/implementing NPDES permits, Notices of Violation, SWPPPs, SWMPs, and DMR data.
  • Must have a valid driver’s license or the ability to obtain a driver’s license by the employment start date.
  • Familiarity with wastewater treatment methods and procedures.
  • Clean Water Act project management experience.
  • The successful candidate must be legally authorized to work in the U.S. by proposed start date; CEMML will not provide visa sponsorship for this position.
  • Must have a valid driver’s license or the ability to obtain a driver’s license by the employment start date.

Preferred Job Qualifications
  • M.S. in environmental science, engineering, environmental policy, or closely related field.
  • Experience with Lead Service Line (LSL) inventories.
  • ArcGIS and/or Auto CADD experience.
  • Clean Water Act program management experience.
  • Experience preparing briefings and communicating complex information to upper management.
