Keeping Washington Clean and Evergreen

The Water Quality program within the Department of Ecology is looking to fill a Water Quality Management Unit Supervisor (WMS Band 1) position.

This position is locatedin our Headquarters Office inLacey, WA.

Upon hire, you must live within a commutable distance from the duty station.

We are looking for a supervisor who is committed to protecting Washington’s surface and groundwater. An ideal candidate will enjoy working and supporting a team of eight great Water Quality professionals doing high priority work that has large engagement/interest from the regulated and nonregulated community. The work being done in this unit provides a critical foundation for water cleanup and permitting work being done in Washington’s Water Quality Program.

We are looking for a passionate individual who can help the Water Quality Management staff be successful developing high quality products. In this role, you will be responsible for providing support and guidance to keep work moving forward, staff engaged and supported. As an active and engaged leader you will roll up your sleeves and do what it takes to support the team. You will be managing a unit in a section that has three units developing Water Quality policy for Washington State.

Duties



Who we are:
Our work is highly visible and there are a lot of external demands on the staff in the unit. This is exciting work and, in many instances, you will be helping to address new and challenging policy and scientific issues. The work can range from determining how to address new toxics issues in the Water Quality standards and Water Quality assessment to re-staffing critical functions like the Underground Injection Control Program. You will be responsible for regular evaluation and coaching of the staff in the unit to make sure they have the feedback, resources and skills to succeed.

What you will do:
You will be responsible for supervising and assisting Water Quality professionals who are actively working on:

  • Establishing and updating Washington State’s surface Water Quality standard required under the federal Clean Water Act.
  • Producing Washington State’s Water Quality Assessment. This is one of the largest and most comprehensive Water Quality assessments in the country and includes the list of impaired waters required under the federal Clean Water Act.
  • Protecting the state's groundwater by operating the Underground Injection Control Program under the federal Safe Drinking Water Act and helping implement Washington State’s groundwater standards.

Who we are looking for:
  • You will also be responsible for providing regular evaluation, coaching and support to staff in the unit. While you will be actively engaged in the unit’s work, your key function is to provide supervisory support.
  • You have familiarity with implementing regulatory programs where there is an active federal oversight involved. This means reporting to the federal Environmental Protection Agency and making sure products produced in the Unit meet federal requirements.
  • You like to work in a team atmosphere and be committed to helping the team and individuals be successful. You are a problem solver and comfortable working on technical issues where you are not the expert. You will be constantly working to create a dynamic and productive work environment where most of the staff are teleworking.

Qualifications

Required Qualifications:
Years of required experience indicated below are full-time equivalent years. Full-time equivalent experience means that any experience where working hours were less than 40 hours per week will be prorated in order to meet the equivalency of full-time. We would calculate this by looking at the total hours worked per week, divide this by 40, and then multiply by the total number of months worked. Examples of the proration calculations are:


  • 30 hours worked per week for 20 months: (30/40) x 20 months = 15 months full-time equivalent
  • 20 hours worked per week for 12 months: (20/40) x 12 months = 6 months full-time equivalent
Experience for both required and desired qualifications can be gained through various combinations of formal professional employment, education, and volunteer experience. See below for how you may qualify.

Nine (9) years of experience and/or education.


Experience
: Professional level work experience in any of the following: Water policy development, rule development, implementation of Federal Clean Water Act or Safe Drinking Water Act Programs, regulatory project management, environmental sciences, or related field AND experience supervising teams or serving in a team lead capacity.

Education: With a major study in in environmental, physical, or natural science, planning, public administration, law or related field.
