Why It's a Great Opportunity:
This position will be in the Water Quality Compliance Unit in the Stormwater Services Section and will support the implementation of King County's Phase I NPDES Municipal Stormwater Permit program. This Water Quality Planner/Project Manager II position will work to improve Water Quality efforts through support and coordination of King County's Stormwater Program and the county's implementing agencies. As part of a dedicated team of high-performing Water Quality planners, scientists and engineers this role will be able to work collaboratively within the Unit, the Section, and the rest of King County on initiatives such as the Stormwater Investment Plan, Clean Water Healthy Habitat, TMDLs, and Equity and Social Justice.
About the Role: Coordination with colleagues around implementation of King County's Stormwater Management Program Plan (SWMP) is a key component of this position.
  • Provide technical support to County agencies, including interpretation of stormwater permit language and other Water Quality regulatory requirements. Develop guidance documents, resources, templates, and tools to support compliance for stormwater and Water Quality.
  • Supports SWSS and other King County agency compliance. This position will support specific elements of the Phase I Municipal Stormwater Permit SWMP. For example, key assignments could include Coordination with King County Agencies, Developing and implementing SOPs, Records Management, Writing / Updating elements of the SWMP, Documenting King County's Integrated Pest Management Program, and other work to accomplish permit compliance and improve Water Quality.

The Water and Land Resources Division is at the forefront of King County's efforts to protect and restore clean water and healthy habitat and strengthen the resilience of communities, the environment, and infrastructure in the face of climate change. Our forestry and agricultural programs help people protect their lands and support local food production.

  • Support and identify improvements for implementation of new and expanding King County stormwater programs required by the Phase I Permit, as described in the in this job posting, as well as managing new Water Quality compliance-related projects that may be assigned by the Supervisor.
  • Support re-writing King County's public facing Stormwater Management Program Plan.
  • Communicate in a timely and professional manner, as needed and in appropriate ways, with County residents, co-workers, and outside agency staff, to support Water Quality compliance.
  • Coordinate the documentation and implementation of King County's stormwater programs.
  • Coordinate with representatives from partner agencies to achieve compliance with regulations.
Qualifications You Bring:
  • Demonstrated knowledge of local, state, and federal laws and regulations relevant to the programs and type of work described for this position, including the Clean Water Act, Water Quality standards, NPDES permit program, and King County Water Quality Code.
  • Demonstrated skills as an effective participant in multi-disciplinary team meetings or coalitions. This position requires excellent communication skills with property owners and residents, other King County departments, regulatory agencies, and the public.
  • Demonstrated ability to communicate technical information clearly and concisely, both in writing and orally, to colleagues, outside agencies, and the public.
  • Experience interpreting and complying with codes or regulations.

  • Knowledge and understanding of stormwater conveyance systems, flow control facilities, and Water Quality treatment facilities.
  • Experience in effectively working with communities where English is a second language.
  • Remote and Onsite Work Details: Employees in this role work remotely from a home location, with onsite reporting requirements typically once per month and as business needs arise. The frequency of onsite work is determined by business needs and may be adjusted accordingly. Onsite reporting locations may be at various King County worksites including the collaboration space at King Street Center (201 S. Jackson St, Seattle, WA 98104). This work arrangement promotes work-life-balance and reduces carbon footprint under the department's vision of Green Where We Work.
  • Remote Work Location Requirement: Employees must reside in Washington State and be within a reasonable distance to King County worksites to meet onsite reporting requirements.
  • Work Schedule: This full-time position works a 40-hour work week. This position is exempt from the overtime provision of the Fair Labor Standard Act (FLSA) and is not overtime eligible.
  • Union Representation: This position is represented by Teamsters Local 117.
