Summary
The City of Lynnwood is hiring for a Cross Connection and Water Quality - Engineering Technician!
This position provides technical support services in the drinking water division of Public Works. Primary responsibilities will include ensuring compliance with the cross-connection regulations required by the City and Washington Department of Health, Water Quality sampling and monitoring, conducting a lead service line inventory, oversight of water flushing program, investigating, and resolving customer complaints, and submitting reports required by oversight agencies. Works with Water Supervisor and Deputy Director to ensure compliance with drinking water regulations. Employees of this class are expected to exercise independent judgment in solving field and office problems. This position may also include special assignments as directed.
Essential Functions
Includes but is not limited to such essential functions as listed below:
  • Administer the Cross-Connection Controlprogram which includes recommending code updates, code enforcement, record keeping, and preparation of reports required by the State Department of Health.
  • Monitor SCADA system daily; calibrates and maintains sampling equipment as required.
  • Maintain records pertaining to Water Quality sampling/testing and Cross Connection programs in compliance with the Washington Administrative Code (WAC) and per the Washington State Department of Health (DOH) rules and regulations.
  • New construction water purity sampling.
  • Perform administration, record keeping, and reporting of assigned programs and/or projects.
  • Respond to complaints and concerns and provide minor technical assistance to the public, developers, contractors, engineers, and businesses regarding areas of expertise.
  • Collect, analyze, input, report, and map various types of data.
  • Coordinate compliance with state, federal and local regulations, and requirements.
  • Work with property owners, businesses, contractors, and consultants to assure their compliance with applicable regulations and ordinances through site visits, permitting processes, provision of applicable data, and enforcement activities.
  • Assist in the comprehensive planning of assigned programs and/or projects.
  • Assist with the development of policies and guidelines of assigned programs and/or projects.
  • May serve as the City's representative to various technical groups and associations, coordinate with other staff and agencies, and represent the City's interests in interagency coordination.

Minimum Qualifications
  • Associate degree in related field and at least two (2) years of directly related experience or an equivalent combination of related education and experience.
  • Valid Washington State Driver's License and a driving record acceptable to the City's insurance carrier.
  • Ability to obtain within one (1) year, Cross Connection Control Specialist certification if assigned to the Cross Connection Control Program.

Additional Information
Job Location and Equipment Utilized
Work is performed in both an office and an outdoor environment. Equipment used includes personal computers with job specific software, water testing kit, standard engineering field tools, City vehicles, and office equipment such as copiers, fax machines, and phones.
Required Knowledge, Skills and Abilities
  • Knowledge of applicable codes, practices, inspection, and administrative procedures regarding Water Quality and the Cross-Connection Control Program.
  • Basic knowledge of the theory, principles, and practices of civil engineering and construction.
  • Knowledge of computer programs for using word processing, spreadsheet, and job specific software.
  • Ability to use independent judgment in problem solving.
  • Ability to read, understand, interpret, and analyze engineering plans, specifications, engineering drawings and related regulations and information.
  • Knowledge of City, state, and federal regulations, ordinances, and policies relating to areas of responsibility.
  • Ability to develop clear, concise, and accurate reports and correspondence.
  • Ability to establish and maintain effective working relationships within the department, with public and private agencies, and with the public.
  • Ability to research and analyze data, and ability to communicate effectively both orally and in writing.
