Description
This is administrative, supervisory, and scientific work managing the City's laboratory facilities for analysis of raw and treated water, wastewater, and industrial waste and assuring that the Department remains in compliance with applicable Federal and State laws and regulations. An employee in a position allocated to this class is responsible for ensuring that the laboratory attains, and retains proper certifications in Microbiology, Chemistry, and Turbidity. Work involves organizing and supervising laboratory activities in accordance with regulatory guidelines, planning Water Quality monitoring programs, designing field studies and advising on policy matters related to water and wastewater. Work requires the exercise of considerable independent judgement and is reviewed based on reports and observation of results obtained.
Examples of Duties

  • Manages the activities and personnel of the laboratory.
  • Plans, directs and schedules all required sampling and analyses.
  • Review, analyzes and prepares all compliance reports for regulatory agencies.
  • Formulates, prepares and recommends policies and procedures for the laboratory.
  • Prepares the budget for the laboratory for inclusion in the Regulatory Compliance Division budget of the department.
  • Directs the investigation of circumstances or conditions surrounding contaminated sites or sites suspected of contamination.
  • Develops improved analytical techniques.
  • Testifies in court as an expert witness regarding technical analyses and sampling procedures.
  • Writes performance evaluations, issues counseling forms/disciplinary actions; handles employee complaints and grievances, recommends the hiring, termination and promotion of staff.
  • Approves Procurement needs.
  • Prepares specifications for vendor laboratory services, equipment, and space.
  • Designs and implements sampling programs and monitoring requirements for compliance with environmental rules and laws.
  • Promotes public education in Water Quality issues.
  • Prepares plans for future environmental regulations impact.
  • Provides input, clarification and orientation to Client's quality concerns, serves as the primary company contact with local, state and federal regulators. Make sure the organization has a clearly defined program for complying with the country's laws
  • Take action in dealing with noncompliance situations, creating realistic plans to overcome them.
  • Communicate with employees and make sure everyone is aware of what they need to do to comply with internal and external laws and regulations
  • Maintains and evaluates daily records of water treatment and field services data
  • Performs related work as required.

Minimum Qualifications
Bachelor's degree in Chemistry, or related field and five (5) years of experience in chemical or bacterial analytical research with at least two (2) year in a certified utility laboratory and including a year's experience directing the work of others, or any equivalent combination of related training and experience.
Must possess a valid Florida driver's license.

Ability to organize work, establish priorities, meet established deadlines, and follow up on assignments with a minimum of direction.
Thorough knowledge of the principles, practices and techniques of chemistry, biology and bacteriology.
Thorough knowledge of Federal and State laws and regulations relating to water and wastewater.
Considerable knowledge of the function and use of modern test equipment used in similar labs.
Knowledge of the principles, practices and techniques of management.
Ability to make a variety of laboratory tests of water, wastewater, and industrial waste and prepare and standardize laboratory reagents.
Ability to interpret chemical, biological and bacteriological research of water, wastewater, and industrial waste.
Ability to communicate effectively, both orally and in writing.
Ability to create and maintain effective working relationships with officials and the general public.
