Watch Desk Officer/Emergency Planner II

Job Summary:
IEM is looking for a Full TimeWatch Desk Officer/Emergency Planner who can support client-side operations centers to develop strategies and plans for natural, technological, and human caused hazards including scenario driven plans at multiple jurisdiction levels. Will incorporate response issues, lessons learned, and best practices into their planning efforts. Knowledge of regulatory bases for programs, guidance, and technical materials. Condenses and analyzes information to devise models for application in operational environments. Complete required reports in a thorough and timely manner; proactively identify and assist in the resolution of any actual or potential on-site problems or deviations from the standard operations.
- Able to contribute to solutions to complex problems. Able to manage small teams of analysts, technical support staff, or support staff to perform tasks.
- Maintain Watch Desk Support 8am – 8pm daily, with weekend support, when required.
- Compile and report open-source news and events of interest in the daily Hazards & Threats Awareness Summary Report.
- Monitor threats and hazards and their impact to client and stakeholders.
- Fulfill additional Watch Desk Support activities, as needed.
Primary Location:
- Candidates can originate from anywhere in the United States
- Onsite work at client location in the Baltimore and Washington Metropolitan Area
- You will work remote from home with client approval only.
- All remote work environments require the ability to maintain minimum Internet speeds of 25 Mbps upload and 3 Mbps download, as well as a ping rate of 100 ms or less during working hours, regardless of the type and number of devices using your Internet connection. You must also have account privileges and access to your Internet service provider account during working hours for the purposes of maintaining the Internet connection, if needed
Travel Requirements:
- This position will require work to be conducted onsite and may require work on weekends or in excess of 40 hours per week. Travel and other expenses are reimbursable in accordance with Federal Travel Regulations.
- All interested candidates must be willing to work on site for the duration of each disaster assignment. Assignments typically may last up to 12 months with potential for extension.
Minimum Qualifications:
- At least five (5) years of experience in emergency management, business continuity, public health, or commensurate field dealing with multiple stakeholders in a dynamic, high-paced, complex professional environment.
- Experience developing written reports in a thorough and timely manner.
- Ability to coordinate and develop solutions to complex problems with multiple on-site, support personnel and leadership, while maintaining a calm, reasoned, and professional demeanor.
- Intermediate level knowledge of standard office procedures and intermediate computer operations to include a working and functional use (preferred intermediate to advanced) of all Microsoft Office applications including Word, Outlook, and Excel as well as smartphone /text usage.
- Ability to effectively communicate (written and orally) with team members and local, state and federal stakeholders.
- Solid written, verbal, and organizational skills.
- Ability to work independently with minimal supervision as well as within a team framework to accomplish objectives under a tight deadline.
- Able to remain flexible and adapt quickly to changes.
Preferred Qualifications:
- Operations Center experience preferred.
- Understanding of EOC Operating Systems, Data Management and Visualization Systems, and GIS preferred

Yearly Pay Range: $85,000 - $102,000
