SUMMARY

Under general guidance, this role is responsible for the communication, execution, and supervision of Total Rewards programs for all levels on the program, including compensation, medical, vision, and ancillary benefits programs, disability benefit programs Workers Compensation, Defense Base Act, STD and LTD. Medical and other Leave of Absences. Ensure all contract medical requirements are met. Manage the alignment of compensation strategies with company business objectives. This role reports to the Director, Human Resources.

ESSENTIAL DUTIES AND RESPONSIBILITIES

  • Lead in the implementation, execution, and maintenance of Total Rewards strategy.
  • Supervise direct reports to achieve comprehensive, accurate and timely compensation and benefit management for all SCA, CONUS, OCONUS, TCN and LN employees.
  • Oversees full scope of ensuring incumbents, New Hires Expats, LNs and TCNs and Subcontractors are processed through the correct contractual medical standard in a timely manner, including developing regular communication with stakeholders.
  • Uses compensation and benefits experience to develop and present ideas for improvement and is adept at measuring and analyzing data to improve effectiveness, build efficiencies and proactively enhance the delivery of the Total Rewards function.
  • Oversee the maintenance of compensation and benefits records. Ensure accurate reporting to Corporate and external audits.
  • Oversee personnel or works directly with Corporate to conduct monthly benefit invoice reconciliation audits.
  • Provide education and counsel to HR Business Partners, Line Managers, and Talent Acquisition regarding compensation issues, evaluating new positions, grade levels, job descriptions, promotions, and transfers.
  • Oversee and review, analyze, and evaluate market trends, regulations, and practices to recommend and develop competitive compensation programs to meet recruitment, and retention goals.
  • Oversee the administering of various employee benefit programs such as medical, dental, vision, legal, EAP and Flexible and Health Spending Accounts for both CONUS and OCONUS employees.
  • Train, supervise and evaluate the performance of assigned personnel, coordinate staff work assignments and review work to ensure compliance with established standards, requirements, and procedures, ensure employee understanding of established requirements.
  • Work with OCONUS teammates and serve as primary POC for medical emergencies and evacuations. Coordinates with respective departments on repatriation of human remains and other various activities. Lead quarterly refresher training for local HR team.
  • Provides guidance and oversight with SCA Health and Welfare Fringe reconciliation.
  • Oversee process to ensure the ADP Benefits Module and HRIS are compliant.
  • Develop, implement, and maintain a Benefits communication and education program to enhance employee understanding of Benefits Programs. - Performs other duties as assigned.

EDUCATION and or EXPERIENCE Required

  • Bachelors degree from an accredited university or the equivalent of combined experience and education. Suitable work experience may be substituted for education requirements.
  • Requires at least five 5 years experience in Human Resources with at least three 3 years overseeing compensation, benefits, and or Total Rewards.
  • Requires one 1 year of experience working with OCONUS workforce, to include Medical Evacuations, DBA Claims. 
  • Must have a minimum of 2 years working experience on SCA regulations (Benefits and Compensation).
  • Requires at least two 2 years of supervisory experience or team leadership role, or progressively responsible experience.
  • Extensive knowledge of compensation and benefits administration, to include compensation salary review, benefit plan design, claims processing, and benefit communications. 
  • Excellent computer skills with familiarity with Microsoft Office applications and advanced Excel experience,
  • Strong knowledge of principles of HIPAA, FMLA, COBRA, and ADA 
  • Proficient in Human Resource Information Systems HRIS.
  • Requires a thorough understanding of COBRA administration and working with a Third-Party Administrator.
  • Strong analytic skills
  • Must be organized and detail oriented with a high degree of accuracy.
  • Must be able to exercise discretion and good judgment, with an ability to understand the effect of decisions overall in the company, including handling salary and other employee information with confidentiality and discretion.
  • Ability to develop effective relationships at all levels of the organization.
  • Effectively translates data into actionable insights.
  • Requires effective oral and written communication skills in English, both verbally and written and ability to provide guidance to employees during potentially stressful situations.

Preferred

  • ADP EV6, ADP Benefits Module, Spanish language proficiency, Government contract and SCA benefit administration knowledge.
  •  Membership in Benefit Association, Inc BAI or Society of Human Resources SHRM.
  • Certified Compensation Professional CCP, or Certified Employee Benefit Specialist CEBS
