Job description

The Volunteer ServicesProgram Manager organizes and implements a complete Service Program including recruitment, training and coordination. This position will work to enable the Retired and Senior Volunteer Program (RSVP) in achieving federal performance measures, incorporating volunteer participation and engagement as a core strategic function to accomplish both the SNHS and RSVP mission. Responsibilities include identifying work throughout the greater Manchester and Nashua areas that can be accomplished by volunteers and promoting their services. This position will also support goal achievement and the accomplishment of specific tasks, ambassadorship by volunteers and nurturing of greater connections between the service area and the SNHS RSVP program

JOB RESPONSIBLITIES :

The Volunteer ServicesProgram Manager is responsible for ensuring program compliance with federal, state and agency rules and regulations, keeps current on most recent rules and regulations governing program administration and acquaints department personnel with same in a conscientious manner. Additional responsibilities include:

  • Planning, Organization and Development : Develop a strategy and infrastructure for mission-driven volunteer engagement, with the goal of achieving outcomes related to Corporation for National and Community Services (CNCS) performance measures
  • Develop and implement goals and objectives for the RSVP program
  • Assess opportunities and needs for volunteers to enhance program delivery and administrative services
  • Conduct ongoing evaluation of the program and services delivered by volunteers
  • Administer and review policies and procedures which guide the RSVP program
  • Implement forms and record systems to document volunteer activities
  • Identify volunteer assignments that provide meaningful and productive work for volunteers
  • Write volunteer position descriptions in consultation with RSVP stations
  • Develop and implement annual volunteer events and recognition events
  • Staff Supervision: Select, supervise, train and evaluate RSVP personnel in accordance with established SNHS and CNCS policies and regulations
  • Ensure that all required criminal background checks and screening are completed in accordance with program requirements.
  • Orient staff to increase their understanding of SNHS and the RSVP department goals and objectives
  • Train staff to work effectivity and cooperatively with volunteers in their focus area
  • Provide ongoing leadership to Volunteer Services program coordinators
  • Community and Leadership Support and Engagement : Cultivate and demonstrate community interest and executive commitment to volunteer engagement
  • Promote the volunteer program to gain community and organizational support
  • Develop and implement effective strategies to recruit and retain qualified volunteers with the appropriate abilities and aptitudes
  • Conduct outreach and volunteer recruitment to sustain and grow volunteer participation
  • Budget Administration: Identify sufficient resources (time, funds, people and tools) to support the RSVP Program
  • Develop a budget for volunteer program activities
  • Work with the SNHS Fiscal Department to administer and monitor expenditure for the RSVP program against the approved budget
  • Collaborate with RSVP Advisory Council to develop fundraising strategies as needed to increase capacity of the RSVP program and increase program visibility
  • Extending Reach and Partnership
  • Work to support development of CNCS performance measures with various segments of the service area
  • Cultivate interest from, and provide opportunities to new volunteers from communities within Hillsborough and Rockingham counties not already engaged with the SNHS RSVP program
  • Learn to develop ways to increase volunteer participation within service areas
  • Technology and Community: Evaluate and recommended technology that will support the volunteer program
  • Advance adoption of participation and tracking software (Volgistics)
  • Determine communication protocols for volunteers and Volunteer Services coordinators
  • Work with the SNHS IT department to identify and implement appropriate software tools
  • Adherence to Policies
  • Will maintain professional boundaries with all current, past, and prospective clients, and maintain the confidentiality of clients and staff, in accordance with SNHS policy and procedure
  • Must possess a valid driver’s license and be able to travel when needed.

  • Present professional and positive image as a representative of SNHS.
  • Responsible for having adequate knowledge of all SNHS programs and will gather sufficient intake information to make referrals to other SNHS programs which are beneficial to the client and his/her family.
  • Perform other related duties as required

REQUIRED SKILLS AND ABILITIES:

  • Capacity to be self-directed while working as a member of a larger team
  • Supervisory skills with a talent for empowering responsible and self-motivated staff and volunteers

EDUCATION AND/OR EXPERIENCE:

  • Bachelors Degree in Business, Social or Human Services. Experience may be considered in lieu of education.
  • Experience implementing volunteer projects and plans
  • Experience in developing grant proposals and performance3 measures to deliver specific outcomes.
  • Understanding of recruitment processes and demonstrated talent in motivating others.
  • Knowledge of budgeting practices and financial management programs and a familiarity with administrative and database tracking systems.
  • Must be proficient in Microsoft Office

PREFERRED EXPERIENCE:

  • Experience working in the non-profit and/or volunteer sector preferred
  • Possess strong Inter-personal communication and conflict management skills
