Position Summary

Under general direction, the Vice President, Water Operations is responsible for Division leadership to operate the District's water system. This includes capital and labor budgeting, operation and maintenance of the water treatment plants, pump stations, reservoirs, laboratories, valves, and hydrants; regulatory compliance with the Safe Drinking Water Act, Nebraska Department of Environment and Energy and other applicable regulations; and acting as the designated Water Operator for the District's water supply.

Essential Functions
•Prioritize the health and wellbeing of District workforce by leading with a safety-first mindset.
•Fulfill all requirements of Title 179 as the designated Water Operator for the Metropolitan Utilities District of Omaha.
•Treat water to comply with the requirements of the Safe Drinking Water Act and State of Nebraska regulations.
•Comply with water quality requirements in the distribution system.
•Provide direction to and oversight of the functions of the Water Department. This includes but is not limited to directing water production, water quality, water distribution and water maintenance.
•Operate the three water treatment plants, reservoirs, pump stations and distribution system. Ensure sufficient quantities of water and adequate system pressures.
•Provide capital planning and construction oversight for all water facilities to include plants, pump stations and reservoirs. Monitor the design and construction of new or upgraded facilities.
•Provide advance planning to meet new regulations, facility needs and coordinate related studies. Maintain knowledge of water regulations and upcoming rule changes. Provide comments to regulators and industry groups when appropriate as part of the regulatory process.
•Direct, manage and participate in the development and implementation of goals, objectives, policies, and priorities for assigned activities, projects, services, and functional areas within the Department. Ensure that all objectives are successfully met.
•Ensures a business continuity plan in case of emergency. Identify critical operations and risks into a business continuity plan. Develop and update the business continuity plan to safeguard assets during a crisis.
•Remain knowledgeable in water resource issues which affect the Missouri and Platte Rivers. Participate in industry committees and groups as appropriate.
•Chair the Water Rules Committee.
•Maintain communications regarding plant operations, status, problems and special conditions with staff and management.
•Inspect plant facilities and special projects.
•Review division reports and cost data.
•Prepare data and make recommendations to Management and the Board regarding purchases, projects, contracts, new requests, etc. and take action upon approval.
•Utilize all available personnel options including, but not limited to: interview and selection of applicants, performance evaluations, recommendations for changes to salary and identify appropriate skill level required to ensure uninterrupted work flow to maintain a staff that is engaged and productive.
•Develop talent: coach and mentor employees; support employee growth and development through leadership opportunities and professional development.
•Provide employees feedback through completion of performance appraisals and employee one-on-one meetings.
•Manage employee unacceptable behavior, poor work performance or policy violations, including the use of discipline when appropriate.
•Maintain financial oversight of budget or works with financial responsibility in mind. Provide budget guidance and direction and monitor cost control. Ensure activities, projects, services, and operations are completed within the scope, schedule, and budget.
•Plan for attrition through awareness of separation risks, cross-training, employee development and succession planning.
•Fulfill responsibilities common to supervisory, professional, and administrative positions.
•Adhere to the Collective Bargaining Agreement (CBA) in the course of performing all duties.
•Understand and comply with all pertinent District policies and procedures.
•Effectively manage stresses related to effectively completing the above referenced requirements.

Minimum Requirements
•Minimum of 8 years of experience in operation, planning and maintenance of a water treatment or water distribution system for a public water supply or other relevant experience will be considered. Required
•Minimum of 7 years of supervisory experience or ten (10) years of progressive responsibility with documented success leading short term and long-range projects/activities providing employee coaching, feedback, and conflict resolution. Required


Knowledge, Skills, and Abilities
•Strong analytical and decision-making skills necessary to assume the daily responsibility for decisions, consequences, and results. Includes the ability to engage in regular decision making and to positively affect people, cost, and quality of service.
•Demonstrated knowledge of regulations applicable to water treatment and supply.
•Proficient with personal computers, tablets and/or other electronic devices including, but not limited to, enterprise-wide software (i.e., SAP) and Microsoft Office Suite (Excel, Outlook, PowerPoint, and Word). (Intermediate proficiency)
•Ability to learn new or upgraded computer software as required.
•Excellent written and verbal communication skills, in English, to assist internal and external customers, co-workers and management professionally, regardless of provocation. This position routinely interacts with all levels of management as well as with Board members.
•On call 24 hours a day, 7 days a week.


Education
•Bachelor's Degree with preference given to Engineering, Chemistry, or Biology. Required


Licenses and Certifications
•Nebraska Grade I Water System Operator’s Certificate or obtained within twelve (12) months of placement in position. within 1 Year Required and
•Have and maintain a valid driver’s license Upon Hire Required


Physical and Environmental Requirements
•Office: Work is primarily performed in an office setting amid normal conditions of dust, odors, fumes, office lighting and noise.
Hybrid Flexible Work Arrangement
Job may be eligible for a hybrid in-office and work from home flexible work arrangement.
